President Donald Trump's announcement to postpone reciprocal tariffs for 90 days and reduce tariffs to 10% for countries that "do not retaliate" came just hours after China announced retaliatory tariffs of 84% on US goods, in response to Trump's initial reciprocal tariff policy with 180 trading partners, effective from April 9.
Speaking at the White House, Mr. Trump said he felt a “great spirit of cooperation,” including from China, although he “didn’t know where to start negotiations.” The US president also left open the possibility of tax exemptions for heavily affected domestic businesses, affirming that “there could be flexibility.”
Explaining the move by the White House boss, US Treasury Secretary Scott Bessent said that the tax postponement was not due to a market reaction, but to create more time for negotiations. President Donald Trump will directly participate in bilateral negotiations, "tailored to each country".
Previously, on the evening of April 7, at a meeting with ministries and branches to update the situation with new developments in international trade policy, Prime Minister Pham Minh Chinh clearly stated that he proposed that the US side postpone imposing tariffs on Vietnam for at least 45 days to negotiate, prepare and transition status.
At the same time, approach and negotiate with the US side to reach a bilateral agreement, moving towards a sustainable trade balance, beneficial to both sides, harmonious benefits, shared risks, beneficial to consumers on both sides, without affecting Vietnam's international commitments.
Regarding the stock market reaction, the US stock market exploded immediately after Mr. Trump's announcement of the tariff delay. The Dow Jones, S&P 500 and Nasdaq Composite indexes rose 6.8%, 7.8% and nearly 10% respectively - the strongest increases since 2020. Meanwhile, the reciprocal tax policy has caused global markets to react negatively over the past week, raising concerns about inflation and recession.
