The plan sets a specific goal that by 2025, 95% of the elderly in the area will have health insurance cards; at least 90% of the elderly will receive timely primary health care, regular health check-ups, and health monitoring records; 100% of the elderly will be examined and treated when sick or have an epidemic and receive care from their families and the community.

In addition, at least 80% of the elderly in difficult circumstances and with illnesses have access to health services in various forms; 70% of the elderly with disabilities are screened, have their disabilities detected and receive intervention and rehabilitation; at least 20% of the elderly in difficult circumstances without caregivers are cared for, rehabilitated and provided with appropriate assistance at rehabilitation facilities and social assistance facilities.

The plan also sets out the target of at least 50% of the elderly who have the need and ability to work having jobs; at least 30 elderly people receiving career guidance and career conversion training at vocationaltraining facilities, social assistance facilities, and job service centers; at least 15 households with elderly people who have the need and are eligible to borrow capital to start a business, develop production, and do business with preferential interest rates.
