To ensure security and order in the capital on New Year's Eve 2024, from 9:00 p.m. on December 31, 2023, inter-sectoral working groups 141 of Hanoi City Police began setting up checkpoints on many roads.

At Yen Phu Street (Ba Dinh District, Hanoi), Working Group Y6.141 includes: traffic police, mobile police and criminal police led by Major Hoang Van Binh, Deputy Captain of Traffic Police Team No. 6 (Traffic Police Department, Hanoi City Police).
The task force is responsible for handling cases of weaving, swerving and behaviors related to stimulants, alcohol concentration... which are the causes of traffic accidents and loss of security and order before the New Year.
During about 4 working hours (from 9pm to 1am the following day), the working group discovered and recorded dozens of cases of young people participating in traffic without helmets, speeding, and reckless driving... Among them, many drivers were not even qualified to operate vehicles on the road.

A typical case is that of driver NGB (17 years old, residing in Dong Anh District, Hanoi) who was driving a motorbike without a helmet, a driver’s license, or vehicle registration. After being signaled to stop by the authorities, B. tried to run away but was quickly subdued.
When asked by the police about his actions, B. said that he borrowed his parents' motorbike and went to Hoan Kiem Lake (Hoan Kiem District, Hanoi) to watch the countdown festival, but because he was not wearing a helmet and did not have vehicle registration, he was scared and ran away when he saw the checkpoint.
Notably, during the inspection, the working group also discovered two motorbikes with signs of fake license plates, so they made a record and handed them over to the ward police for further verification and clarification.
In addition to handling the above violations, the task force also continuously checked the alcohol concentration of car drivers. On the night of December 31, 2023, hundreds of drivers were tested for alcohol concentration but no one violated.
Major Hoang Van Binh said that from now until Tet, in addition to public checkpoints, task forces 141 will also deploy plainclothes forces to patrol the streets to promptly detect and suppress cases of young people participating in traffic, weaving and causing disorder and insecurity in the area.

The task force immediately used professional measures to control the situation.
The NGB driver fled but was quickly stopped by the mobile police force.
