Vice Chairman of the National Assembly's Judicial Committee Nguyen Manh Cuong highly appreciated the province's implementation of the Law on Temporary Detention and Imprisonment 2015.

Crime is well controlled

Information at the meeting showed that after implementing the Law on Temporary Detention and Temporary Detention in 2015, the management of temporary detention and temporary detention in the province has achieved many positive results, gradually becoming orderly, unified, and strict, preventing prisoners from fighting, falling ill and leading to death, causing disturbances in detention facilities, committing suicide, escaping, and dying of unknown causes at detention facilities, promptly serving the investigation, prosecution, and trial. The work of receiving, classifying, and arranging detention is carried out in accordance with the provisions of law.

Standing Vice Chairman of the Provincial People's Committee Nguyen Thanh Binh said that all types of crimes continue to be controlled, not allowing sudden, unexpected occurrences, not allowing criminals to run rampant, operating in a "mafia" style. However, in recent years, natural disasters, epidemics, the rapid and remarkable development of telecommunications networks, information technology, technological equipment, etc., along with convenient transportation systems have impacted and affected the local economic and social situation. Crimes related to drugs, loan sharking, high-tech, internet fraud, prostitution, gambling, intentional injury, robbery, etc. take advantage of the situation, the convenience of the internet, and developed infrastructure to increase activities; drug-related crimes have appeared.

Faced with that situation, the Provincial Party Committee, Provincial People's Council, and Provincial People's Committee have directed functional forces to resolutely deploy, taking the police force as the core, to effectively promote the work of preventing and fighting crimes, especially strongly fighting drug crimes, with the spirit of "not baiting, but nurturing".

At the meeting, members of the monitoring delegation also expressed their opinions on the detention and temporary imprisonment work in Thua Thien Hue .

Deputy Chairwoman of the National Assembly's Judicial Committee Nguyen Thi Thuy assessed that the detention and temporary detention work in the province has been carried out strictly; the rights of detainees and temporary detainees have been basically guaranteed. The figures are evidence of remarkable results; especially the "5 no's": No cases of escape; no cases of detention and temporary detention without grounds; no cases of crime during detention and temporary detention; no complaints or denunciations; no violations...

Ms. Thuy also made requests and requested relevant agencies to clarify. That is, providing additional information on difficulties in organizing and implementing the work for detainees and prisoners under 18 years old; sleeping area, medical regime, food standards for detainees and prisoners...

Deputy Head of the Provincial Delegation of National Assembly Deputies Nguyen Thi Suu also requested relevant units to provide more information on labor reform for detainees and temporary prisoners; determine whether the scale of land area, reformation space, monitoring system, and management of detainees and temporary prisoners meet the requirements?

Need resources to invest in and repair detention camps

Standing Vice Chairman of the Provincial People's Committee Nguyen Thanh Binh said: Implementing the Law on Temporary Detention and Temporary Imprisonment 2015, the province has always paid attention to and coordinated with relevant agencies to ensure the best implementation of the law, especially ensuring security and order in temporary detention and temporary detention areas. Cases of temporary detention and temporary detention are always guaranteed safety and full exercise of civil rights... "Currently, to ensure security and order, the province focuses on suppressing crimes such as criminal offenses, drug crimes, and high-tech crimes," said Mr. Binh.

According to Mr. Nguyen Thanh Binh, in addition to the achieved results, there are still certain difficulties. Typically, most of the facilities of temporary detention centers at district-level police stations were built and used a long time ago, have degraded, and lack items and auxiliary works, so they do not meet the requirements for detention management. At many times, especially during the peak period of crime suppression, there are times of overload. The staff and officers trained at the University of Public Security are still limited...

Through the work, the province has also proposed that the Ministry of Public Security and a number of central agencies focus resources on investing, repairing, and upgrading the scale of detention camps and temporary detention houses to meet the requirements and tasks of detention work in the coming time. Pay attention to increasing the staff for the force implementing temporary detention and temporary imprisonment; invest in providing modern machinery and information technology equipment to serve the work of monitoring and managing detainees and temporary prisoners...

The meeting also recorded the opinions of the leaders of the Provincial Police and the Provincial Procuracy to clarify issues of concern to the members of the monitoring delegation.

Concluding the meeting, Vice Chairman of the National Assembly’s Judicial Committee Nguyen Manh Cuong highly appreciated the province’s implementation of the Law on Temporary Detention and Temporary Imprisonment 2015. Mr. Cuong said that in the work of implementing temporary detention and temporary imprisonment, relevant agencies and the province need to quickly overcome difficulties to achieve the highest efficiency.

Regarding the province's recommendations, Mr. Cuong acknowledged and basically agreed, and will synthesize and forward the recommendations to relevant agencies.
