In document 967-CV/TU dated June 20, the Standing Committee of the Provincial Party Committee requested the agencies advising and assisting the Provincial Party Committee; the Party executive committees, Party delegations, Party committees directly under the Provincial Party Committee, the Standing Committee of the Provincial Youth Union, district and city Party committees to improve the effectiveness of citizen reception, handling complaints and denunciations; protecting whistleblowers; dialogue and handling people's reflections and recommendations.
Specifically, the advisory and support agencies of the Provincial Party Committee; the Party executive committees, Party delegations, and Party committees directly under the Provincial Party Committee; the Standing Committee of the Provincial Youth Union; the district and city Party committees shall study and innovate the content and methods of propaganda, dissemination, and implementation of Directive No. 35-CT/TW, Directive No. 27-CT/TW, Regulation No. 11-QDi/TW of the Politburo and the Party's policies and relevant State laws, contributing to raising awareness and responsibility of cadres and Party members, especially heads of Party committees, authorities, agencies, and units in the work of receiving citizens, handling complaints and denunciations; protecting those who discover, denounce, and fight against corruption, waste, and negativity; directly dialogue with people and handle people's reflections and recommendations, meeting the requirements of tasks in the new situation.
At the same time, strengthen propaganda and legaleducation so that people of all walks of life can properly exercise their right to complain and denounce; limit complaints and denunciations that go beyond their level and are prolonged; do not be incited or incited to gather in large numbers... causing political insecurity and social order and safety in the area.
Review and evaluate the implementation situation and find solutions to improve the effectiveness of coordination between functional agencies at the same level, between functional agencies at the provincial level and localities in the work of receiving citizens, handling complaints and denunciations, protecting whistleblowers, and those fighting against corruption, waste and negativity. In particular, focus on good coordination to handle and resolve complicated, prominent, long-standing cases and those related to the functions and tasks of many agencies and organizations. Proactively provide information and further promote the role of press agencies in orienting issues of public concern related to handling complaints and denunciations and protecting whistleblowers according to regulations.
The heads of Party committees, authorities, agencies and units must properly and fully implement regulations on receiving citizens, directly dialogue with citizens and handle their feedback and recommendations. In particular, it is necessary to strictly comply with regulations on time for receiving citizens; pay close attention to the grassroots, listen to their thoughts and aspirations and promptly direct the resolution of the people's legitimate and legal rights and interests.
Strengthen the inspection and supervision of the Party; the inspection of the State; the supervision of the People's Council, People's Council delegates, the Fatherland Front and socio-political organizations on the work of receiving citizens, having direct dialogue with people, resolving complaints and denunciations, protecting whistleblowers and handling people's reflections and recommendations, especially the responsibility of the heads of Party committees and authorities to promptly detect, rectify, handle or recommend competent authorities to strictly handle violations.
The Party Executive Committee of the Provincial People's Committee; the district and city Party Committees shall lead the improvement of the effectiveness and efficiency of state management; rectify and overcome limitations and weaknesses in all fields, especially sensitive fields that are prone to corruption and negativity such as land, resources, environment, housing, investment, finance, budget, social policies, etc. Promote democracy, increase publicity, transparency, and accountability in the performance of public duties to limit the occurrence of complaints and denunciations. At the same time, continue to review, consider amending or proposing to competent authorities to amend and supplement legal documents related to the above fields, ensuring consistency, synchronization, stability, specificity and suitability with reality.
Continue to consolidate and improve the organization and apparatus; educate the sense of responsibility and public ethics; strengthen training and fostering to improve skills and expertise; have policies and regimes to promptly motivate and reward the staff and civil servants serving in the field of citizen reception, handling complaints and denunciations, and protecting whistleblowers. Review and arrange convenient citizen reception offices to serve people in exercising their rights to make complaints, denunciations, reflections, and recommendations; continue to invest in means and working conditions, promote the application of information technology, effectively exploit and use national databases in the work of citizen reception, handling complaints and denunciations, and protecting whistleblowers.
Create conditions for the Provincial Lawyers Association and the Provincial Bar Association to actively and effectively participate in citizen reception, complaint and denunciation settlement, protection of whistleblowers, provision of free legal services, and legal advice and answers to people.
The Provincial Public Security Party Committee presides over and closely coordinates with relevant agencies and localities to promptly detect and combat hostile, reactionary, and opposing forces from taking advantage of citizen reception, complaints, and denunciations to distort, incite, and entice people to commit illegal acts, causing political insecurity and social order and safety in the area.
The Provincial Party Committee's Internal Affairs Committee shall preside over and coordinate with relevant agencies to monitor and urge the implementation of this document; promptly report to the Provincial Party Committee Standing Committee and the Provincial Party Committee Standing Committee for consideration and direction to remove difficulties and obstacles.
