Delegates said that the issuance of the Resolution will contribute to creating a complete, synchronous, unified legal corridor, removing difficulties and obstacles in the construction and development of social housing, meeting the requirements of rapid development today; creating more preferential mechanisms to attract businesses to participate in investing in the construction of social housing, contributing to the completion of the Project's goal: "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021 - 2030".
Speaking at the group discussion session, National Assembly Chairman Tran Thanh Man emphasized that social housing is an increasingly urgent issue - especially in large cities and industrial zones, and is of particular concern to public opinion and the people. Meanwhile, the implementation of social housing projects still faces many obstacles due to inflexible mechanisms, lengthy procedures, and lack of attractiveness to investors.
Expressing high agreement with the necessity of issuing a National Assembly Resolution on piloting a number of specific mechanisms and policies for social housing development, the National Assembly Chairman affirmed that the issuance of the National Assembly Resolution aims to remove obstacles and simplify procedures to attract businesses to invest in the field of social housing construction.
Noting some new policies in the draft Resolution compared to the conclusions of competent authorities, including: determining selling prices and rental prices of social housing; housing conditions to enjoy social housing support policies; refunding land use fees, compensation costs, resettlement support or deducting financial obligations for social housing investors, the National Assembly Chairman requested the Government to continue to clearly explain these policies to complete the draft Resolution to submit to the National Assembly.
To effectively implement the policies in the draft Resolution and avoid duplication and overlap of regulations, the National Assembly Chairman said that the presiding agency needs to continue reviewing the regulations in the draft Resolution related to the Housing Law, Land Law, Construction Law, etc.
Affirming that social housing is not only an economic issue but also a social security and equity issue, delegate Ha Sy Dong (Quang Tri) emphasized that the National Assembly's piloting of a special policy for social housing development is an important and urgent step, linked to social security, stabilizing the labor market and sustainable development. However, the delegate stated that because this is a new policy with great influence, it is necessary to raise serious warnings about the risk of loopholes arising in the implementation process, as it can lead to abuse, corruption, negativity and waste of resources.
To further improve, delegates from Quang Tri province said that the draft Resolution needs to be designed in a synchronous, tight, and transparent manner to create trust and encourage the participation of economic sectors, while protecting the interests of the people at the highest level.
Discussing in the group, delegate Dang Bich Ngoc (Hoa Binh) assessed that the issuance of this Resolution in the current context and stage aims to remove obstacles and difficulties, create a clear legal corridor, reduce procedures; at the same time, create favorable conditions for businesses to participate in investing in the construction of social housing, and soon complete the goal of building 1 million social housing units.
Delegates suggested that there should be very clear regulations for cadres, civil servants, and workers when they come to work at new units after the reorganization, so that these subjects are given the most favorable conditions, and can rent or buy social housing at preferential prices.
