Improving capacity to respond to natural disasters, storms, floods and landslides

All levels and functional sectors have proactively improved and enhanced the capacity of the Steering Committee for Natural Disaster Prevention and Search and Rescue; invested in facilities, equipment, applied science and technology, built databases and tools to support disaster response operations. The province maintains an early warning information system for natural disasters (30 automatic rain gauge stations and 8 operational monitoring systems at large reservoirs with regulating gates). In 2024, Quang Ninh installed 10 more automatic rain gauge points, bringing the total number of automatic rain gauge points in the province to 30 points (an increase of 20 points compared to before 2021) in the upstream areas of reservoirs and areas at risk of natural disasters, serving well the work of advising and directing natural disaster prevention and control. Disaster information and warning work combines traditional tools (loudspeakers...) and modern means (zalo, facebook...) to quickly facilitate access to information for people and agencies and units in the area.

Along with that, Quang Ninh also strengthens the management and exploitation of the irrigation system (including: 176 operating reservoirs, 104 irrigation and drainage pumping stations of all kinds, 476 dams) to ensure the safety of the works, maintain and promote the capacity of existing works. At the same time, regularly check and evaluate the water reserves at large and medium-sized reservoirs of the province (6 times/month on the 5th, 10th, 15th, 20th, 25th and the last day of the month) to promptly guide the units managing the works to operate and regulate appropriately.

The province also promptly repaired dikes and dams affected by natural disasters, improving the safety of the dike system in the area to adapt to climate change. At the same time, it built and comprehensively consolidated the dike system in the province to ensure safety against floods and storms for the dikes, contributing to ensuring safety for the people and stabilizing socio -economic development in the face of natural disasters and climate change.

At the same time, Quang Ninh also focuses on directing, promptly issuing documents, instructions, and inspections related to state forestry management in the province: Sustainable forest management; forestry planning; forest fire prevention and fighting; policies on changing forest use purposes; forest allocation, forest leasing, forest recovery... State management of forestry is strictly managed and strictly implemented to stop the exploitation of natural forest timber. Focus on directing the appraisal and research work to plan works and projects; carefully evaluate projects, adjust and remove areas with natural forests from project areas; do not convert existing natural forest areas to other purposes, except for projects that meet the prescribed conditions. Receive the National Forestry Planning map and hand it over to grassroots units for implementation.

Currently, Quang Ninh is preparing to enter the 2025 rainy and stormy season with the risk of facing many natural disasters that can cause damage to people and property. Therefore, improving forecasting capacity and proactively preparing to prevent and avoid natural disasters is an especially important and urgent annual task for the local government and people.
