Enhancing the role, quality and effectiveness of the Nghe An Provincial Journalists Association

Press direction and management activities closely follow reality and provide timely guidance.

At the working session, the delegation of the Vietnam Journalists Association heard information about the situation of press activities in Nghe An province; as well as the results of activities in the first half of the term to implement the Resolution of the Vietnam Journalists Association Congress.

Specifically, Nghe An is the province with the fourth largest number of representative offices and resident reporters of central and local press agencies registered in the country. Currently, Nghe An has 82 press agencies operating in the area, including 3 local press agencies (with 160 reporters), 39 representative offices, 41 resident reporters of central press agencies (more than 200 reporters). In addition, there are many reporters and collaborators of other press agencies operating in the province but have not registered with the Department of Information and Communications.

Over the years, the direction and orientation of the press has always been identified by the Propaganda Department of Nghe An Provincial Party Committee as one of the top important tasks. Many documents have been issued to strengthen the leadership of the provincial Party Committee and government in the direction and orientation of politics and ideology in press activities such as: Regulation No. 07 of the Provincial Party Committee on speaking and providing information to the press; Regulation No. 01 dated July 4, 2011 of the Provincial Party Committee's Propaganda Department, Department of Information and Communications, Nghe An Journalists Association on coordinating monthly press meetings; Program No. 05 dated August 5, 2022 of the Provincial Party Committee's Propaganda Department on "Strengthening the direction, management and rectification of newspaper, magazine, electronic information page and social network activities"...

Overview of the working session

In particular, in 2021, Nghe An was the first province in the country to issue Project No. 11 dated December 22, 2021 of the Provincial Party Committee Standing Committee on "Improving the effectiveness of direction, orientation and handling of press information in Nghe An province in the period of 2021 - 2025". The concretization of many contents of Project No. 11 along with promoting the implementation of the contents of Plan 156 of the Central Propaganda Department has created cohesion, close coordination and unity among press agencies, promoting the combined strength of all types of information and communication; strengthening the leadership of the Party in directing and orienting politics and ideology for press information and social networks; improving the effectiveness and efficiency of State management in the fields of press and social networks; create social consensus in implementing the Party's guidelines and policies, the State's and the province's laws and policies.

The work of directing and orienting the press has been implemented and thoroughly implemented according to the motto "Proactive, timely, convincing, effective". First of all, the change in working regulations, localities, agencies and units have proactively connected with the Provincial Party Committee's Propaganda Department through regular or ad hoc press meetings to promptly meet and exchange information. Along with that is the development and signing of coordination regulations with departments, branches and the Provincial Party Committee's Propaganda Department to provide timely information to the press on major issues, hot issues, which can easily become information crises.

The work of monitoring and directing the handling of information reflected by the press has had a clear change. Through the activities of monitoring and synthesizing press points to serve the weekly working sessions of the Provincial Party Standing Committee, the Provincial Party Committee's Propaganda Department has selected hot issues and important issues to issue directive documents requesting units and localities to inspect and handle information reflected by the press. In the first 8 months of 2023 alone, the Provincial Party Committee's Propaganda Department has issued 38 documents directing units and localities to handle 38 issues raised by the press.

The management and rectification of newspaper, magazine, electronic information page and social network activities have always been focused on by the Propaganda Department, with increased direction and coordination with the Department of Information and Communications and the Provincial Police. In the past time, 9 press inspections were conducted, with fines of more than 140 million VND; 09 electronic information page inspections, with fines of more than 50 million VND; 12 subjects were fined for taking advantage of social networks to provide and share false information, slander, and insult the reputation of organizations and the honor of individuals with a total fine of 95 million VND.

At the working session, members of the delegation of the Journalists Association and leaders of Nghe An province discussed the contents of digital transformation; development, training and fostering of human resources; building economic and technical standards in journalism activities; directing, managing and rectifying the activities of newspapers, magazines, electronic information pages, social networks; supporting high-quality journalism...

Pay attention and create conditions for the press in Nghe An to operate effectively.

Speaking at the meeting, Deputy Secretary of Nghe An Provincial Party Committee Hoang Nghia Hieu highly appreciated the press management work and activities of the Provincial Journalists Association which have had many innovations and effectiveness, positively contributing to the overall development of Nghe An province.

Deputy Secretary of Nghe An Provincial Party Committee Hoang Nghia Hieu suggested that the Vietnam Journalists Association continue to pay attention to and support the province in providing professional training for its members; and promote the implementation of Party building work in press agencies.

To continue promoting the achievements, the Deputy Secretary of Nghe An Provincial Party Committee suggested that the Provincial Journalists Association should continue to effectively implement the Central Resolution 4 (term XII, XIII) on Party building and rectification in conjunction with the implementation of Conclusion No. 01-KL/TW, dated May 18, 2021 on continuing to implement Directive No. 05-CT/TW, dated May 15, 2016 of the Politburo on studying and following Ho Chi Minh's ideology, morality and lifestyle; continue to closely follow the development goals in the direction determined by the 13th National Party Congress "Building a professional, humane and modern press and media"; continue to innovate the content of activities to gather a large number of members to participate, and at the same time review the Regulations of the Vietnam Journalists Association, so that they can be implemented appropriately; promote political and ideological education; attach importance to regular training, professional development, and improving professional ethics for members.

The Provincial Journalists Association and provincial press agencies need to innovate and create many high-quality press works to serve political tasks and the public. Based on the discussion at the meeting, the Standing Committee of the Provincial Party Committee will continue to review the human resources and funding mechanisms to create conditions for the Provincial Journalists Association to improve its expertise, promote the achieved results, and proactively innovate to complete local and unit political tasks.

Deputy Secretary of Nghe An Provincial Party Committee Hoang Nghia Hieu suggested that the Vietnam Journalists Association continue to pay attention to and support the province in training professional skills for its members; promote the implementation of Party building work in press agencies and all levels of journalist associations in appropriate forms such as: Strengthening professional ethics education, improving political capacity for journalists, regularly thoroughly grasping, inspecting and supervising journalists nationwide to properly implement regulations on professional ethics for Vietnamese journalists, codes of conduct on social networks, closely coordinating with relevant agencies to promptly protect the legitimate and legal rights and interests of journalists, at the same time handling members who violate regulations, rules and laws, creating high consensus in society...

Permanent Vice President of the Vietnam Journalists Association Nguyen Duc Loi suggested that Nghe An province pay attention and create favorable conditions for press activities in Nghe An province to continue to develop.

Speaking at the meeting, journalist Nguyen Duc Loi - Permanent Vice President of the Vietnam Journalists Association highly appreciated the results of the meeting, with contents that are both comprehensive and have specific impacts on the activities of the Nghe An Provincial Journalists Association in the coming time.

Discussing the situation of press activities and life in general, and current challenges, the Standing Vice President of the Vietnam Journalists Association requested the Nghe An Provincial Party Committee to continue directing the effective implementation of Directive 43-CT/TW dated April 8, 2020 of the Central Party Secretariat "On strengthening the Party's leadership over the activities of the Vietnam Journalists Association in the new situation" in the province.
