For example, Tan Hung Thuan ward, District 12, Ho Chi Minh City has just invested in 64 digital IP cameras with continuous recording capabilities, equipped with AI to recognize faces, license plates... plus there is always a police force on duty.
When detecting signs of littering in the area, the police officer on duty at the camera will immediately notify the nearby checkpoints to verify and impose fines on the spot.
In case the authorities have not arrived in time, the Ward People's Committee will identify the person's face, license plate number, etc. to invite them to the ward for handling.
Installing digital IP cameras with continuous recording capabilities, equipped with AI to recognize faces, license plates... as the saying goes, is to "catch them red-handed" so that violators have no way to deny, can only pay the fine and learn from their mistakes.
This is clearly a good, serious approach and initially, according to the confirmation of the leader of Tan Hung Thuan ward to Lao Dong reporter, it has brought about very positive results, when the number of littering violations in the area has decreased significantly compared to last year.
In fact, littering is a global issue. However, in Vietnam, littering is a real problem for many reasons. One of them is that the community awareness and environmental protection of a large part of the population, from rural to urban areas, can be said to be very poor.
In fact, in recent times, we have not lacked solutions to address this issue. Even in terms of law, we have two documents, Decree 45/2022 and Decree 144/2021 of the Government, which have detailed provisions on administrative sanctions in the fields of environmental protection and security, order, and social safety...
However, the effectiveness of the solutions is still not high. And the application of the law, as well as the low fines - only from 100 thousand VND to 5 million VND as at present - is still "perfunctory" and not enough to deter violators.
While looking at the world , we will see many countries that are "clean of waste" in many ways, they severely punish acts of littering in public places.
For example, in Germany, the penalty for littering can be up to 300 euros (more than 7 million VND) depending on the size and volume of the waste.
Or in Singapore, an individual caught littering can face a fine of 2,000 Singapore dollars for the first violation (nearly 34 million VND) and double or triple for subsequent violations...
According to information in Lao Dong Newspaper, in Ho Chi Minh City, in addition to Tan Hung Thuan Ward, another locality, Ward 11, Phu Nhuan District, has also mobilized funds to install 30 digital IP cameras to deal with the problem of littering in the area.
But that is still too little.
While waiting for the penalty level to be increased as well as the results of education and propaganda, to raise people's awareness, digital IP cameras like this must be "multiplied" and spread throughout Ho Chi Minh City as well as many other localities across the country!
