This is a content mentioned in the Vietnam-Russia Joint Statement in 2024 on the occasion of the official State-level friendly visit of Russian President Vladimir Putin to Vietnam.
Senior Lieutenant General Hoang Xuan Chien said that today's handover ceremony of the scientific research vessel "Professor Gagarinsky" is of great significance, taking place right after the official visit to the Russian Federation by General Secretary To Lam, contributing to realizing the common perception of the leaders of the two countries in continuing to promote the cooperative relationship between the two countries in general, as well as the commitment to continue supporting the activities and effectively promoting the potential of the Vietnam-Russia Tropical Center.

Senior Lieutenant General Hoang Xuan Chien expressed his sincere thanks to the Government of the Russian Federation and the Russian Ministry of Science and Higher Education for their trust in presenting Vietnam the marine research vessel “Professor Gagarinsky”. This is a new symbol of Vietnam-Russia cooperation and a common home at sea for scientists of the two countries, contributing to deepening the good traditional relationship and the comprehensive strategic partnership between Vietnam and the Russian Federation.
This gift is not only a symbol of friendship, but also a motivation for scientists of both countries to continue contributing for the benefit of both countries.
Upon receiving the ship, the Vietnam-Russia Tropical Center pledged to closely coordinate with the Navy to ensure the good technical condition of the ship. At the same time, it will coordinate with the Russian side to develop interdisciplinary scientific topics to research Vietnam's sea areas and exploit the ship effectively, worthy of trust, expectations and meeting the interests of the two countries.
Visiting the ship and crew, Senior Lieutenant General Hoang Xuan Chien wished the crew smooth sailing on the way back to Vietnam, to maintain the ship well, use it durably, and maximize its capacity to serve scientific research. On May 12, the ship will leave Vladivostok port and is expected to arrive at Hai Phong port on May 25.
The scientific research vessel “Professor Gagarinsky” with the mission of marine research, with the ability to operate in deep and offshore waters, will open a new page, allowing scientists from both sides to explore previously unexplored areas, helping to improve understanding of ecosystems, biodiversity and marine resources, thereby proposing solutions for conservation, restoration and rational use.
In addition, the ship will help the Vietnam-Russia Tropical Center modernize and enhance its capacity and effectiveness in marine scientific research, helping the unit to be completely proactive in designing research and organizing field surveys at sea. With the ship “Professor Gagarinsky”, Vietnam’s offshore marine research capacity will be significantly enhanced.

Earlier, Senior Lieutenant General Hoang Xuan Chien led a delegation of the Vietnamese Ministry of National Defense and the Vietnamese Sub-Committee of the Vietnam-Russia Tropical Center to lay flowers at the Ho Chi Minh Monument in Vladivostok, Russia. The delegation included officials from the Vietnamese Consulate in Vladivostok, along with students and Vietnamese people in the Russian Federation.
The flower offering ceremony at the Ho Chi Minh Monument took place in a solemn and emotional atmosphere. Moved by the flower offering at the Ho Chi Minh Monument, Senior Lieutenant General Hoang Xuan Chien expressed his gratitude to the Russian leaders and people for their affection and love for the beloved leader of the Vietnamese people.
