According to a VNA correspondent in Moscow, the fight against telephone and online fraud in Russia is becoming multifaceted. According to the government's initiative, by March 2026, the Ministry of Digital Development will create an anti-fraud platform connecting government agencies, specialized departments (including the Ministry of Digital Development, the Central Bank, the Prosecutor General's Office, the Investigative Committee, the Ministry of Internal Affairs , etc.), banks, telecom operators, hosting service providers and other relevant parties.
How the GosTech platform works
The main objectives of the anti-fraud platform are to collect and exchange data on cyber fraud activities, automatically exchange signals on suspicious events, store information on criminals and the number of subscribers they use, detect and compile statistics on fraudulent (fake) websites, restrict access to dangerous or fraudulent internet resources, and collect statistics and analysis on cyber crimes. The entire system will operate on the GosTech platform, which the government has decided to enshrine in law.
Anton Nemkin, a member of the State Duma (Lower House) Committee on Information Policy, explained that this is not only a technical tool, but also the creation of a new trust architecture between the government, banks, telecom operators and IT companies.
Fraudsters today operate at the intersection of different systems and jurisdictions, he says – which is why protection is only effective within a framework of real-time, shared information exchange.
Technically, the entire project aims to create a comprehensive response cycle from identifying suspicious activity to blocking it. By automating the exchange of signals between participating parties, the system will reduce the response time to fraudulent activity from hours or days to minutes – which is extremely important given the speed at which modern fraud schemes spread and evolve.
New evaluation criteria
At the Cabinet meeting on November 20, the government discussed the draft law "On the Unified Digital Platform GosTech". If the project is implemented on schedule, by the spring of 2026, Russia will have an effective centralized digital shield against phone and internet fraud.
The ability of government agencies to combat cybercrime and prevent the wave of phone and online attacks on citizens is now a new criterion for assessing the quality of the domestic business environment and a factor affecting public and business confidence in the government.
Experts point out that the effectiveness of anti-cybercrime measures should not be measured by the number of blocked websites, bank accounts and payment transactions, but by the quality of response and the ability to distinguish fraudulent schemes from completely normal actions of financial services consumers - who do not violate any laws.
According to the Central Bank, the number of complaints against banks increased by 21% from January to September 2025 compared to the same period last year.
