State Bank requests exemption and reduction of loan interest for people after storm No. 3

The State Bank requires interest rate reduction, debt restructuring and new loan support for customers affected by storm No. 3 in the Northern and North Central provinces.

On July 25, the State Bank issued an official dispatch directing credit institutions to restructure debt repayment terms, consider reducing interest rates, and continue to provide new loans to support customers recovering from storm No. 3 Wipha.

According to the State Bank, from July 19, 2025 to present, storm No. 3 has made landfall with a wide range and intensity of impact, causing damage to people and property, affecting the lives and production of people in the Northern and North Central provinces.

In order to promptly support customers to overcome difficulties and restore production and business, the State Bank of Vietnam issued Official Dispatch No. 6459/NHNN-TD dated July 25, 2025 requesting credit institutions and State Bank branches in Regions 1, 3, 4, 5, 6, 7, 8, and 12 to implement a number of important contents.

In particular, banks are required to direct branches and transaction offices to proactively review and assess the situation of customers who are borrowing capital to promptly apply support measures and remove difficulties such as restructuring debt repayment terms, considering exemption and reduction of loan interest, and continuing to provide new loans to restore production and business after the storm according to current regulations.

Banks must guide customers who are borrowing capital to complete documents and implement debt settlement measures according to regulations (if any).

For State Bank branches in areas affected by storm No. 3, the State Bank requests to urgently direct credit institutions in the area to deploy customer support to help overcome the damage; coordinate with departments, branches and sectors in the area, advise the People's Committees of provinces and cities on solutions to support people affected by the damage and areas damaged by the storm.

The State Bank requests the chairmen of the board of directors/board of members, general directors of banks and directors of State Bank branches in relevant regions to urgently implement this.

During the implementation process, if difficulties or problems arise beyond their authority, credit institutions and State Bank regional branches need to report to the State Bank for consideration and handling.

Provinces and cities under the management of the State Bank of Region 1, Region 3, Region 4, Region 5, Region 6, Region 7, Region 8, Region 12 include: Quang Ninh, Hai Phong, Hung Yen, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Lao Cai, Lai Chau, Dien Bien, Son La, Tuyen Quang, Cao Bang, Lang Son, Thai Nguyen, Phu Tho, Bac Ninh, Hanoi .
