Giving health insurance cards to people
The year 2024 marks a strong transformation in the management of social security policies. The provincial Social Insurance has successfully completed the target of developing participants in social insurance, health insurance, and unemployment insurance (UI). By the end of the year, there were 154,139 people participating in social insurance, reaching 100.8% of the assigned target, accounting for 16.45% of the working-age workforce. The number of people participating in unemployment insurance was 114,202, reaching 100.9% of the target, accounting for 12.2% of the working-age workforce. There were 1,775,033 people participating in health insurance, reaching 100.4% of the target, accounting for 93% of the population. The rate of participation in compulsory social insurance reached 13.28% of the working-age workforce, an increase of 5.66% compared to the end of 2023.
The above results show the industry's efforts in expanding social insurance coverage, bringing practical benefits to workers. In terms of finance, the collection of social insurance, health insurance and unemployment insurance in the past year reached an impressive figure: 4,692 billion VND, exceeding nearly 110% of the assigned plan, affirming the effectiveness of social insurance, health insurance and unemployment insurance collection; reflecting the consensus and support of people and businesses for social security policies.
Director of An Giang Social Insurance Dang Hong Tuan shared: "The health insurance coverage rate reaching 93% of the population means that more and more people have access to quality medical services through the health insurance policy, contributing significantly to improving public health. In 2024, the whole province will have over 4.3 million people paid for health examination and treatment costs under health insurance, with a total cost of VND 1,784 billion. This increase reflects the effectiveness of the health insurance policy in supporting people, especially those in difficult and disadvantaged circumstances, to access medical services without having to worry about finances. Notably, the social insurance sector has completed 100% of the data connection with the Health Insurance Appraisal Information System, ensuring the rights of patients and helping to make the payment process transparent."
“The health insurance card is like a “lifesaver” for families when someone is unfortunately hospitalized at high costs, helping us to face less difficulties,” said Ms. Nguyen Thi Hai (Cho Moi district). For the unemployed, unemployment insurance is a lifesaver when facing fluctuations in employment. In 2024, the number of people participating in unemployment insurance increased by 6.1% compared to the end of 2023. In terms of support, the industry paid unemployment benefits to more than 22,000 workers last year. This policy not only helps workers overcome difficult times, but also creates conditions for them to quickly find new jobs and stabilize their lives.
Mr. Tuan said that the Social Insurance has promptly paid 17,102 pensioners and monthly social insurance benefits, 14,369 people receiving sick leave, maternity leave, and health recovery benefits, and 21,981 people receiving unemployment insurance benefits. The total amount of social insurance, health insurance, and unemployment insurance payments is VND5,503 billion. At the same time, strictly control the costs of health insurance examination and treatment, ensure the rights of health insurance participants; simultaneously deploy solutions to recover late payment; and conduct electronic checks and inspections.
In addition, many organizations and businesses joined hands to support people by giving social insurance books and health insurance cards, "Leaving no one behind - spreading the spirit of humanity". The provincial Social Insurance coordinated with sponsors and local authorities to present 45 gifts worth 22.5 million VND; presented 280 voluntary social insurance books and 9,502 health insurance cards, with a total amount of nearly 350 million VND. Responding to the launch of the provincial Vietnam Fatherland Front Committee, the sector mobilized 112 million VND, presenting 201 health insurance cards to students and people in difficult circumstances.
Civil servants, public employees and employees of the Social Insurance Department donated 1 day's salary to give social insurance books and health insurance cards to their relatives, amounting to more than 100 million VND. The Provincial Social Insurance Department proactively advised the Provincial People's Council to pass a resolution to support social insurance and health insurance participation for 3,180 people participating in the security and order protection force at the grassroots level; and support health insurance participation for nearly 5,780 part-time workers in 879 hamlets and villages.
According to Mr. Dang Hong Tuan, after 30 years of construction, striving and growing, the provincial Social Insurance sector has actively contributed to the province's social security cause. If in 1996, there were only 30,435 people participating in compulsory social insurance, by 2024 it had increased 4 times. In particular, the most prominent is the number of people participating in voluntary social insurance: In 2008, there were only 49 participants, by 2024 it had increased 606 times. The total amount collected in 1996 was 26.6 billion VND, in 2024 it increased 176 times. Health insurance coverage has now reached 93% of the population, contributing to ensuring social security in the province.
More and more people are participating in social insurance and health insurance to receive better health care, effectively implementing social security work in the province, leaving no one behind.
