Accelerate research and application of new technology
Reporting at the Conference on implementing Resolution 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation organized by the Department of Innovation, Green Transformation and Industrial Promotion on the afternoon of May 19, Mr. Phan Dang Phong, Director of the Institute of Mechanical Research ( Ministry of Industry and Trade ) informed about the operation of the Club of Industry and Trade Research Institutes.
Accordingly, the Club of Industry and Trade Research Institutes includes 21 Institutes, 11 units under the Ministry of Industry and Trade, the remaining units belong to State corporations and groups such as: Vietnam Chemical Group (Vinachem), Vietnam National Industry and Energy Group (PVN), Vietnam National Coal and Mineral Industries Group (TKV). Currently, the club has 19 units, transferred by 2 units (Institute of Industrial Machinery and Equipment Joint Stock Company and Textile Research Institute Joint Stock Company).

Regarding professional work, the Director of the Institute of Mechanical Research said that in 2024, the club and institutes actively participated, coordinated, and implemented professional tasks with the Department of Science and Technology (now the Department of Innovation, Green Transformation and Industrial Promotion).
Some main activities include: Actively participating and giving opinions in the process of developing legal documents, science and technology programs; Law on Science and Technology (amended); Decree 95/2014/ND-CP...
In addition, the institutes directly preside over or participate in the development of more than 20 mechanisms, policies, plans, and standards for the development of the sectors and fields under their charge. Some typical tasks include: The National Power Development Plan for the 2021-2030 period, with a vision to 2050 (Power Plan VIII); The Project to Adjust Power Plan VIII; The Project to Master Plan on National Energy for the 2021-2030 period, with a vision to 2050. Prepare a report on international experience and prospects for nuclear power development in Vietnam as a basis for competent authorities to consider the decision to restart the Ninh Thuan Nuclear Power Project...
In addition, Mr. Phong said that the institutes also carry out tasks such as: Building a project to develop electromechanical equipment to increase the localization rate; researching and proposing tasks and solutions to develop the equipment manufacturing industry serving the renewable energy industry for coastal and island areas of Vietnam until 2030, with a vision to 2045...
In the work of research, acquisition and mastery of technology, the Director of the Institute of Mechanical Research said that this is an area that the Institutes always pay attention to, especially in order to implement Resolution 57-NQ/TW, the Institutes have invested resources to access, decode, purchase and master many basic technologies.
In particular, many research projects have been applied in practice with high efficiency, contributing to increasing self-reliance for domestic enterprises in a number of fundamental fields. Some typical successful research projects include:
Completed the purchase and technology transfer of hydromechanical equipment for domestic hydropower projects. The products have been applied in more than 29 medium and large projects, including the Son La and Lai Chau Hydropower projects. Contributed to reducing costs by at least 30% compared to the time when we were not self-sufficient, creating jobs for domestic mechanical enterprises.
Promote localized production
According to Director Phong, many other technologies have been researched and mastered by institutes and research institutes recently in the mechanical engineering industry, bringing high economic efficiency, contributing to reducing trade deficit and increasing the domestic manufacturing rate such as: Acquiring and mastering the technology of power plant equipment using residual heat at Hoang Mai, Bim Son, and Hoang Thach cement factories.

Design, manufacture, integrate, install, and instruct the operation of equipment lines and welding fixtures for VinFast electric car models (such as VFe34; VF8; VF9; VF5; VF6; VF7; VF3); automation projects, applying artificial intelligence in the production process at Vinachem's industrial factories.
In addition, in scientific publications, awards, useful solutions and inventions in the period 2020-2025, the institutes have published nearly 600 international scientific articles and thousands of domestic articles, monographs and reference documents.
“ At the same time, the institutes’ scientific products have also won hundreds of international and domestic science and technology awards. Regarding utility solutions and patents, dozens of utility solutions and patents have been granted to the institutes by the Intellectual Property Office ,” Mr. Phong emphasized.
Providing more information about the connection and exchange activities between institutes in the club, the Director said that the institutes have increased exchanges and coordination of professional work in recent times.
Regarding some advantages and difficulties, the Director of the Institute of Mechanical Research said that most institutes are aware of their responsibilities in the process of transformation, restructuring, streamlining the organization and human resources to improve operational efficiency.
According to Mr. Phong, the budget for regular expenditure support has continuously decreased in recent times, therefore, institutes must always focus on performing tasks that can generate immediate funding to maintain their existence.
“ After Resolution 57/NQ-TW and other resolutions of the National Assembly as well as relevant decrees of the Government, funding for science and technology will be prioritized. However, the requirements of the tasks must be linked to major national programs and strategic technologies, so institutes must focus resources to be able to participate, ” Director Phong expressed.
At the conference, the Director of the Institute of Mechanical Engineering made a number of proposals and recommendations. Specifically, for tasks related to mechanisms and policies for industry development, Mr. Phong suggested that the Ministry base on the functions and tasks of each institute to assign tasks to help institutes make more specific contributions in building and promulgating mechanisms and policies to serve industry development.
In addition, it is recommended that the Ministry pay attention to investing in upgrading facilities and research equipment so that the system of institutes under the Ministry has sufficient R&D capacity to meet the requirements of the development of the Industry and Trade sector, the development of the country, and the ability to integrate in science and technology with the region and the world.
