Industry and Trade Sector: Building 3 projects to improve the quality of human resources in legal affairs

The Ministry of Industry and Trade has been strengthening the development of breakthrough solutions to improve the quality of human resources in legal affairs and innovate the work of building and enforcing laws.

Ensuring the effectiveness of legal organizations

According to the Report "Special topic on the work of building and implementing laws of the Ministry of Industry and Trade in 2025 and orientation of tasks and solutions for the following years" of the Legal Department (Ministry of Industry and Trade), in 2025, implementing the Party's policies and guidelines, the leadership and direction of the Government and the Prime Minister, the legal system of the Industry and Trade sector will be continuously improved in all areas.

In order to promptly and fully institutionalize the Party's policies and guidelines, contribute to improving the effectiveness of state management, ensuring human rights and citizen rights, and proactively integrating into the international community in the context of building and perfecting the socialist rule-of-law state of Vietnam. At the same time, implementing Resolution No. 66-NQ/TW of the Politburo on innovating the work of building and enforcing laws to meet the requirements of national development in the new era, according to the Legal Affairs Department, the Ministry of Industry and Trade has implemented many important solutions.

One of the proposed solutions is to focus on strengthening the development of breakthrough solutions to improve the quality of legal human resources. Specifically, in order to continue to promptly and fully institutionalize the Party and State's guidelines, policies and guidelines related to legal work, ensuring the effectiveness, efficiency and smooth operation of legal organizations in the spirit and content of the Documents of the 13th National Congress of the Party, in the first quarter of 2025, the Ministry of Industry and Trade established Working Groups to actively implement major projects in legal work to enhance the role, training, fostering and improving the qualifications of people working in legal work at the Ministry of Industry and Trade.

The projects include: Project to strengthen and perfect the apparatus, human resources, functions, tasks, regimes and policies of legal organizations of the Industry and Trade sector from now to 2030; Project to improve capacity to participate in resolving international trade and investment disputes in the Industry and Trade sector from 2025 to 2030; Project to improve the efficiency and capacity of law enforcement related to handling administrative violations of the Industry and Trade sector from 2025 to 2030.

In addition, implementing Conclusion 119-KL/TW of the Politburo , the Standing Committee of the Party Committee of the Ministry issued Resolution No. 02-NQ/DUB dated February 23, 2025 approving the viewpoints, orientations, and basic contents of the establishment, consolidation, and improvement of legal organizations at units under the Ministry and enterprises under the Ministry. Accordingly, a number of units under the Ministry are consolidating and establishing legal organizations under the units or arranging for specialized legal staff.

The Legal Department is also coordinating with the Department of Organization and Personnel and relevant units to review and verify the list of people working in legal affairs at units under the ministry to implement the support mechanism for people working in legal affairs according to the provisions of Decree No. 56/2024/ND-CP.

In addition, the Legal Department is coordinating with units under the ministry to review, develop and submit to the Party Committee Standing Committee for approval the viewpoints, orientations and mechanisms for mobilizing civil servants in the Ministry of Industry and Trade to participate in legal work; develop laws to unify the implementation of mobilizing and seconding legal civil servants in the direction of professionalization, gradually implementing a centralized law-making organization model; ensuring a roadmap for developing high-quality legal human resources.

Promote training and development

With the requirement to improve institutions and policies in the coming term, along with the context of increasingly complex and inter-sectoral legal issues, the lack of appropriate personnel mechanisms will limit the ability of each unit to respond flexibly and promptly, directly affecting the progress, quantity and quality of work. Therefore, the work of developing human resources to serve the construction and organization of law enforcement continues to be implemented.

In particular, focus on reviewing and improving the legal work in the ministry in substance and comprehensively, with a focus on improving the legal organization at all levels according to the provisions of the law. Strengthen training, fostering, and improving the capacity of civil servants working in legal work, civil servants working in law development and law enforcement at the Ministry of Industry and Trade.

At the same time, actively implement and complete on schedule the goals and requirements of the Ministry's key projects on legal work; carry out emulation and reward work in the work of building laws and institutions for the entire Industry and Trade sector in the period of 2021 - 2025 and the following periods, creating motivation and promoting the spirit of dedication and contribution of civil servants working in legal work at units, public service units under the Ministry and enterprises in the industry and trade sector; gradually research and carry out the work of attracting and receiving experts, legal scientists, jurists and good lawyers into the Ministry of Industry and Trade according to the provisions of law.

To carry out the work of developing human resources to serve the construction and organization of law enforcement, one of the solutions clearly stated is to actively implement and complete on schedule, the goals and requirements of the key projects of the Ministry of Industry and Trade on legal work.
