Synchronous implementation, linked with education development program
Responding to the emulation movement "The whole country joins hands to build new rural areas" launched by the Prime Minister, the Department of Education and Training of Dien Bien province has concretized it with many action plans. Notably, Plan No. 2543/KH-SGDĐT dated October 19, 2022 on organizing the implementation of the movement for the period 2021-2025 and Plan No. 2835/KH-SGDĐT dated November 15, 2022 on implementing the National Target Program on building new rural areas in Dien Bien province in the field of education.
The Departments of Education and Training (former administrative units) and educational institutions have developed their own plans, clearly defining the responsibilities and tasks of each unit. The movement is implemented in conjunction with the campaign "All people unite to build new rural areas and civilized urban areas", ensuring that it is suitable for the reality of each locality and school. The implementation content does not stop at building facilities and improving the quality of teaching and learning, but also focuses on improving the cultural and spiritual life of students, teachers and the community.
Notably, the education and training sector has integrated the goals, targets and solutions for new rural development into annual education development programs. Thanks to this, the movement is not isolated but becomes part of the sector’s sustainable development strategy.

Outstanding results in new rural education criteria
According to the report for the first 6 months of 2025, the whole Dien Bien province has 97/115 communes meeting criterion number 5 - School, accounting for 84.35%. This is an important criterion reflecting the level of satisfaction with facilities, equipment, and educational environment of rural communes.
In particular, 115/115 communes met criterion No. 14 - Education and Training, reaching a rate of 100%. This result affirms strong efforts in universalizing education, improving the quality of teaching and learning, and mobilizing school-age children to attend school. To date, the whole province has 98/115 communes meeting both criteria No. 5 and No. 14, equivalent to 85.22% of the total number of rural communes.
In addition, 23/115 communes (20%) have met criterion number 5 - Advanced new rural commune education. Although this rate is not high, it is a positive signal, opening up the premise for the province to continue striving in the coming period. The above results show the close coordination between the education and training sector with local authorities, socio -political organizations, parents and the community in caring for the cause of educating people.
The movement has also created positive changes from awareness to action. Many practical activities have been launched in conjunction with building national standard schools, improving the quality of comprehensive education, and building a safe and friendly learning environment.
In particular, some typical models such as “Happy School”, “Beautiful Space for Children”, “Building a Kindergarten with Children as the Center” have contributed to changing the appearance of schools and classrooms, creating a positive and close learning space for students. These models both meet the requirements of the new rural movement and improve the overall quality of education.

Spread, orient new stage
Not only stopping at numbers, the emulation movement "The whole country joins hands to build new rural areas" in the Dien Bien Education and Training sector has contributed to improving cultural and social life, strengthening people's trust in the policies of the Party and the State. Many new schools have been built, many temporary classrooms have been replaced by solid classrooms, creating favorable conditions for children in difficult areas to go to school.
Based on the achieved results, the Department of Education and Training of Dien Bien organized a summary of the 2021-2025 period and proposed the Ministry of Education and Training to award a Certificate of Merit to the industry collective for its outstanding achievements in the movement.
However, in reality, there are still many challenges. The rate of communes meeting the criteria for advanced new rural education is still low; the demand for solid classrooms, public housing for teachers, and boarding rooms for students is still very high. According to the report, the whole sector still lacks hundreds of public housing and over 1,600 boarding and boarding rooms to meet the learning and living needs of students, especially in remote areas. These difficulties require more synchronous investment from the budget and social resources.
Entering the 2025-2030 period, the provincial Department of Education and Training continues to focus on increasing the rate of communes meeting criterion No. 5 - Advanced New Rural Schools, while maintaining the result of 100% of communes meeting criterion No. 14 - Education and Training. At the same time, the sector will mobilize maximum school-age children, promote socialization of education, invest in facilities, and improve the quality of teachers, in order to complete the goal of building sustainable new rural areas.
