Implement in a coordinated manner, in conjunction with the education development program.

In response to the "Nationwide Campaign to Build New Rural Areas" launched by the Prime Minister, the Department of Education and Training of Dien Bien province has concretized this with many action plans. Notable among these are Plan No. 2543/KH-SGDĐT dated October 19, 2022, on organizing the implementation of the campaign for the period 2021-2025, and Plan No. 2835/KH-SGDĐT dated November 15, 2022, on implementing the National Target Program for Building New Rural Areas in Dien Bien province in the field of education.

The Departments of Education and Training (formerly administrative units) and educational institutions have developed their own plans, clearly defining the responsibilities and tasks of each unit. The movement is implemented in conjunction with the campaign "All people unite to build new rural areas and civilized urban areas," ensuring it is appropriate to the reality of each locality and school. The implementation content is not limited to building infrastructure and improving the quality of teaching and learning, but also focuses on improving the cultural and spiritual lives of students, teachers, and the community.

Notably, the education sector has integrated the goals, targets, and solutions for building new rural areas into its annual education development programs. As a result, the movement is not isolated but has become an integral part of the sector's sustainable development strategy.

Outstanding results in the new rural education criteria.

According to the report for the first six months of 2025, 97 out of 115 communes in Dien Bien province met criterion number 5 – Schools, accounting for 84.35%. This is an important criterion reflecting the level of adequacy in terms of infrastructure, equipment, and educational environment in rural communes.

Notably, all 115/115 communes met criterion No. 14 – Education and Training, achieving a 100% rate. This result affirms the strong efforts in universalizing education, improving the quality of teaching and learning, and mobilizing children of school age to attend classes. To date, the entire province has 98/115 communes that simultaneously meet both criteria No. 5 and No. 14, equivalent to 85.22% of the total number of rural communes.

In addition, 23 out of 115 communes (20%) have met criterion number 5 – Advanced rural education in new rural communes. Although this rate is not yet high, it is a positive sign, opening up a foundation for the province to continue striving in the coming period. The above results show the close coordination between the education and training sector and local authorities, political and social organizations, parents, and the community in caring for the cause of nurturing future generations.

The movement has also brought about positive changes from awareness to action. Many practical activities have been launched related to building national standard schools, improving the overall quality of education, and creating a safe and friendly learning environment.

In particular, some exemplary models such as "Happy School," "Beautiful Space for Children," and "Building Child-Centered Preschools" have contributed to changing the appearance of schools, creating positive and welcoming learning environments for students. These models both meet the requirements of the new rural development movement and improve the overall quality of education.

Beyond just statistics, the "Nationwide Campaign to Build New Rural Areas" in Dien Bien's education sector has contributed to improving socio-cultural life and strengthening people's trust in the Party and State's policies. Many new schools have been built, and many temporary classrooms have been replaced with solid ones, creating favorable conditions for children in disadvantaged areas to attend school.

Based on the results achieved, the Dien Bien Department of Education and Training organized a summary of the 2021-2025 period and proposed that the Ministry of Education and Training award a Certificate of Commendation to the entire sector for its outstanding achievements in the movement.

However, the reality remains that many challenges persist. The percentage of communes meeting the criteria for advanced new rural education is still low; the need for sturdy classrooms, teacher housing, and boarding facilities for students remains very high. According to reports, the entire sector still lacks hundreds of teacher housing units and over 1,600 boarding rooms to meet the learning and living needs of students, especially in remote areas. These difficulties require more comprehensive investment from the budget and social resources.

Entering the 2025-2030 period, the provincial Department of Education and Training continues to prioritize increasing the percentage of communes meeting Criterion No. 5 – Advanced New Rural Schools, while maintaining 100% of communes meeting Criterion No. 14 – Education and Training. Simultaneously, the department will maximize school enrollment for children of school age, promote the socialization of education, invest in infrastructure, and improve the quality of the teaching staff, in order to achieve the goal of building sustainable new rural areas.
