Education and Training Sector: Many positive changes from implementing resolutions of Party congresses at all levels

After half a term of implementing the Resolution of the 14th Provincial Party Congress and the Resolution of the 13th National Party Congress, the Education and Training sector of our province has seen many improvements.

Education policies and laws are fully, promptly and properly implemented, contributing to the construction of increasingly spacious school facilities, helping poor students have more conditions to go to school, limiting the number of students dropping out of school, improving the intellectual level of the people, creating a solid foundation to promote local socio-economic development.

According to comrade Nguyen Hue Khai, Party Secretary, Director of the Department of Education and Training, currently, the Department of Education and Training Party Committee has 44 party members, operating in 6 party cells. Since the beginning of the term, the Department's Party Committee has led the implementation of political tasks in the agency well. In particular, focusing on performing well the advisory function for the Provincial Party Committee, People's Council, and Provincial People's Committee to promptly implement the Party's guidelines and policies, the State's laws on the field of education and training and promulgating resolutions, action programs, projects, and plans to effectively implement the work of reviewing and arranging the network of schools and classrooms, developing the quality of the teaching staff, ensuring facilities, teaching equipment, tools, and toys for the preschool and general education programs, building schools that meet national standards, implementing the roadmap for innovation of new general education programs and textbooks, and annual education tasks and plans; At the same time, there are active solutions, closely coordinating with social forces to reduce the rate of students dropping out of school, maintaining stable and sustainable education quality, especially during the strong outbreak of COVID-19... The main targets led by the Party Committee of the Department have basically achieved and exceeded the assigned plan, creating trust among the people and the political system.

The outstanding result in recent times is that school facilities and classrooms have been gradually invested in and modernized in the direction of solidification and meeting national standards, better meeting the teaching and learning needs of staff, teachers and students. By the end of 2022, the whole province had 123/211 general schools meeting national standards, reaching 58.3%, an increase of 2.3% compared to the assigned plan. The work of reviewing and arranging the network of schools and classrooms and the team of teachers and staff was basically carried out in accordance with regulations, in accordance with the characteristics of each locality and ensuring the set criteria and goals. In the 2022-2023 school year, the whole province has 301 educational institutions with over 146,000 students, a decrease of 30 public educational institutions compared to the 2018-2019 school year.

The socialization of education, attracting resources and attention from organizations and individuals to the cause of "growing people" has achieved positive results. From 2018 to December 2022, the amount of capital supported and invested in education and training was 345.161 billion VND. Of which, the source mobilized from organizations and individuals to build and repair schools, classrooms and facilities in educational institutions was more than 38.66 billion VND); projects calling for investment by the end of 2022 had 7 projects (with investment certificates granted) with a registered capital of 306.5 billion VND. Through the implementation of the policy of socializing education, the non-public preschool system has been encouraged to develop, contributing to attracting preschool children of school age, reducing the burden on public schools, meeting social needs and improving the quality of teaching and learning.

The quality of mass education, "key" education, universal education (PCGD), and illiteracy eradication has many positive changes, gradually going into depth. Every year, the rate of junior high school graduates is over 99.88%, and that of high school graduates is over 95%. In the 2022-2023 school year alone, our province has 14 high school students winning the National Excellent Student Award; 2/2 participating projects won the Promising Award in the National Science and Technology Competition for High School Students. In 2022, the whole province will meet the PCGD preschool education standards for 5-year-old children, meet the PCGD primary and secondary school standards and eliminate illiteracy at level 1; localities with upgraded standards include: Ninh Phuoc district meeting the PCGD preschool education standards for 5-year-old children, Phan Rang-Thap Cham city meeting the PCGD preschool education standards for 5-year-old children and raising the PCGD primary school standards to level 3, Ninh Hai district raising the PCGD secondary school standards to level 2...

Along with the advantages and achievements, in the process of implementing the tasks, the education and training sector still has some shortcomings and limitations, such as: The number of teachers and staff is still lacking at all levels according to the prescribed norms, especially for subjects and educational activities according to the 2018 General Education Program; Although infrastructure and equipment for teaching and learning have been invested in, they have not met the requirements for building schools that meet national standards and organizing educational activities; some teachers and staff have not kept up with the requirements for innovation in management and teaching. After the merger, educational institutions that are too large in scale but still organize teaching and learning at old school locations have great difficulties in managing and operating school activities; the scale of schools and classes still has some shortcomings, and the situation of student overload in some schools still occurs. The quality of education has changed a lot, but is still not really sustainable, especially in ethnic minority areas and particularly difficult areas, where students still miss school every other day; Many students' self-study ability is not good...

Comrade Nguyen Hue Khai added: Along with the advantages and achievements, the education and training sector still has some difficulties and limitations that need to be overcome. In the coming time, the Party Committee of the Department will continue to unite, promote political determination, leadership capacity to effectively implement the policy on fundamental and comprehensive innovation of education and training; closely follow the Party's guidelines, policies and laws of the State on education to promptly advise and propose the Provincial Party Committee, People's Council, and Provincial People's Committee to lead and direct the implementation of policies on education and training development; effectively use investment resources; promote socialization in the education sector; review and perfect the organization and personnel of management agencies and educational institutions at all levels to ensure streamlining, effectiveness and efficiency; Improve the quality of the staff, teachers, employees... The whole industry strives to achieve the highest goals, targets, key and breakthrough tasks assigned, thereby contributing to the successful implementation of the Resolution of the 14th Provincial Party Congress and the Resolution of the 13th National Party Congress.
