This is the information shared by Mr. Pham Anh Tuan, Director of the Payment Department, State Bank of Vietnam at the announcement ceremony of the Cashless Day 2025 program, organized by the State Bank in coordination with Tuoi Tre Newspaper and a number of organizations in Ho Chi Minh City on the afternoon of June 2.
According to Mr. Pham Anh Tuan, previous statistics showed that the whole country had 200 million bank accounts, however, after the State Bank coordinated to implement biometrics, the number of "live" accounts was 113 million personal accounts and over 711,000 organizational accounts. These are accounts that have had their biometric information compared with the national population database.
“The above data shows that the banking industry has made a revolution in cleaning data to eliminate fraudulent accounts. It is expected that in September, the bank will close all accounts that have not been biometrically authenticated to prevent fraud and scams," Mr. Pham Anh Tuan shared.
According to the State Bank, the regulations on verifying customer identification information along with the regulations on biometric authentication when making online payment transactions in the new Circulars of the State Bank have contributed to ensuring that online payment transactions are made by the owner; thereby improving the security, safety and confidentiality of online payment transactions, contributing to minimizing the risk of fraud and scams in online payment transactions.
In order to promote cashless payments and prevent payment fraud, the State Bank has also recently stepped up the completion of the legal framework. These include regulations on completing regulations on electronic banking services, agency activities in the payment sector; building a legal framework for testing technology applications and deploying new products, services, and business models in banking activities, etc.
The State Bank leader also said that in the coming time, the State Bank will continue to improve institutions, review, amend and issue legal documents to facilitate the application of technology to develop payment products and services. Continue to upgrade and improve infrastructure to ensure security and safety and continue to closely coordinate with the Ministry of Public Security to effectively implement tasks in Project 06.
The banking industry will also strengthen integration, connection, and cross-sectoral information sharing between the banking industry and other industries and sectors to provide people with seamless and transparent payment products and services, contributing to the development of digital payments. At the same time, promote communication and financialeducation for people and businesses to use non-cash payment services effectively and safely.
As one of the important solutions to promote safe cashless payments, the Cashless Day program is organized annually by the State Bank in coordination with Tuoi Tre Newspaper and a number of organizations. This year, the program is continuously implemented from June to July 2025, with a series of special activities, under the theme "Cashless payments promote digital economy".
The highlight of this year's event series is the "Ting Ting Day" Festival taking place on Nguyen Hue Walking Street (Ho Chi Minh City), with activities to experience payment technology, mini games, workshops on safe protection solutions for digital transactions, music nights and launching a nationwide promotion program. The program is expected to attract 50,000 direct participants, reach about 50 million views through online channels, strongly spreading the spirit of digital living and digital consumption in the community, contributing to promoting economic growth.
In addition, Cashless Day 2025 also has many notable activities such as: Game show "Financial Arena" taking place from May 20 to June 15 with the participation of many young people competing in knowledge and skills of personal financial management; Workshop "Cashless payment - Driving force for digital economic growth"...
It is known that this is also the 7th year that the "Cashless Day" program has been implemented and has spread the positive value of cashless payments, contributing to shaping and strengthening habits, changing behaviors of using digital payment methods and means.
