On the morning of June 4, Prime Minister Pham Minh Chinh chaired the regular Government meeting in May 2025 on the socio -economic situation, allocation and disbursement of public investment capital, implementation of national target programs in May and the first 5 months of 2025; key tasks in June 2025 and in the coming time.
Do not let the mindset of 'holding on' to administrative procedures
Speaking at the meeting, Minister of Construction Tran Hong Minh said that the task of merging the two ministries, the Ministry of Construction and the Ministry of Transport, has basically been completed. Many contents and areas of State management under the management of the Ministry of Construction have been thoroughly implemented, with progress to date at about 70% and the Ministry will continue to complete the work.
Regarding the reduction of administrative procedures, the Ministry of Construction has reduced about 31% of administrative procedures related to the construction sector and will continue to review them in the coming time. The Minister of Construction will directly chair meetings on cutting and reducing administrative procedures and affirm that "no officials will have the mindset of 'holding on' to create more procedures".
The Ministry of Construction affirmed that the Ministry is focusing on reviewing administrative procedures in the highest quality and most accurate manner, clearly identifying which procedures should be cut, which procedures should be reduced, which procedures should be simplified, and not adding more procedures that cause difficulties for people and businesses.
Regarding the implementation of key national projects, the Minister informed that up to now, the whole country has completed 2,238km of expressways ensuring progress and quality. From now until August 19, the group of projects expected to start construction and be inaugurated by the Ministry of Construction is preparing the final procedures.
"With the inauguration of 6 more expressway projects, we will reach nearly 2,800km of expressway in September 2025. The Ministry of Construction is committed to working with localities to actively urge the implementation of projects, ensuring the goal of completing more than 3,000km of expressway by the end of 2025," said the Minister.
Key projects are 'sticking' to good progress
Regarding the progress of Long Thanh airport, the Ministry of Construction shared that it is "very excited about the active participation of Dong Nai ". Dong Nai Provincial People's Committee has sent officials directly to the construction site to handle the work. Currently, runway number 2 of Long Thanh airport has begun construction and materials are being prepared.
Bien Hoa – Vung Tau Expressway has also received strong participation from local leaders. Recently, the Minister of Construction directly inspected the project, so far the roadbed has been almost completed, some sections have been paved. The project is only stuck with some overpass sections and the power line has not been cleared yet, the provincial leaders have committed to handle this immediately this month.
Regarding preparations for the groundbreaking of the Lao Cai – Hanoi – Hai Phong railway, the Minister said that localities have been very active in site clearance. Currently, about 20 units are conducting geological surveys in the project area. The Ministry of Construction is making efforts to start the project on December 19, 2025.
