Tax sector innovates propaganda work, supports taxpayers

Following the direction of the General Department of Taxation on promoting propaganda and support for taxpayers, in recent times, Ninh Binh Tax Department has implemented many solutions to meet the needs of people and businesses to grasp new tax policies, contributing to the completion of the province's budget collection task.

In 2024, Ninh Binh province was assigned by the Ministry of Finance a domestic revenue estimate of: 14,163.5 billion VND; of which domestic revenue excluding land use fees is 11,313.5 billion VND, land use fees is 2,850 billion VND. The Provincial People's Council assigned a domestic revenue estimate of: 15,013.5 billion VND; of which domestic revenue excluding land use fees is 11,313.5 billion VND, land use fees is 3,700 billion VND, an additional 850 billion VND compared to the ordinance estimate.

The budget revenue estimate is set in the context of the country's economy in general and the province's in particular continuing to face many difficulties due to rising prices, financial difficulties leading to stagnant production and business, limited financial resources,... significantly affecting the production and business activities of enterprises, leading to low revenue and profit, reducing the amount paid to the state budget.

Faced with such difficulties, in order to achieve the estimated revenue, the Provincial Tax Department has effectively implemented tax management functions, focusing on disseminating new tax policies, accelerating the progress and quality of inspections and checks to prevent revenue loss, strictly controlling VAT refunds, enhancing debt collection, contributing to ensuring resources for the province's socio-economic development in accordance with the direction and administration of the Government, the Ministry of Finance, the General Department of Taxation and the Provincial People's Committee. In particular, special attention is paid to supporting and promptly resolving difficulties and obstacles, creating favorable conditions for small and medium enterprises to develop production and business.

The highlight in supporting taxpayers is that the Provincial Tax Department continues to apply information technology, innovate and modernize the work of propaganda, support taxpayers and build products to support taxpayers electronically to further enhance the efficiency and interaction between tax authorities and taxpayers, promptly meet the information needs of taxpayers, show concern, share and accompany taxpayers, contributing to helping taxpayers fulfill their tax obligations to the State. Currently, the Tax sector has publicized 100% of administrative procedures in the tax field, implemented in various forms such as: posting on the electronic information pages of the Provincial Tax Department, posting administrative procedures at the headquarters of the Provincial Tax Department and regional tax branches; publicizing on the national database, publicizing at the agency's headquarters and posting on the General Department of Taxation's website for taxpayers to look up.

At the same time, the Provincial Tax Department has reviewed, reduced and simplified tax administrative procedures in 2024 according to the assigned tasks in Resolution No. 68/NQ-CP dated May 12, 2020 of the Government promulgating the Program to reduce and simplify regulations related to business activities in the period 2020-2025. As a result, administrative procedures have been reduced to 235 procedures. Tax authorities at all levels continue to receive and handle administrative procedures under the "one-stop" mechanism in accordance with the process and maintain the duty regime every Saturday, ensuring seriousness and compliance with regulations. In the first 6 months of 2024, the whole sector has received, coordinated to process and returned results of nearly 7,000 tax declarations and personal income tax code registration dossiers to taxpayers. The processing of dossiers for foreign enterprises is strictly controlled, the processing time basically ensures the regulations, many dossiers are processed quickly before the prescribed time.

The Tax sector always identifies the key task as promoting tax policy propaganda in many forms such as on mass media, through the Tax Department's website, leaflets, publications and support via Zalo, email, SMS messages. Along with that, the Tax sector has improved the quality and effectiveness of support for taxpayers on many channels, in many forms; proactively coordinated propaganda to the commune level; increased answering and guiding on policies and procedures in the direction of asking clearly, answering promptly, specifically, complying with legal regulations; implementing with focus and key points. Received and promptly answered questions and problems about tax policies for taxpayers directly at the tax agency, over 3,500 times by phone; 26 times in writing and other forms... over 12,000 times.

Mr. Nguyen Van Khanh, Head of the Propaganda and Support Department for Taxpayers (Provincial Tax Department) said: With the motto "Wholehearted listening - Wholehearted guidance - Wholehearted resolution", the Provincial Tax Department wishes to listen, grasp the difficulties in implementing tax policies and promptly remove them, helping businesses and taxpayers overcome challenges, maintain and restore production and business. Since the beginning of the year, the Provincial Tax Department has organized 4 training conferences, discussing a number of contents related to tax settlement in 2023, with more than 600 taxpayers participating; the conference disseminated regulations on issuing electronic invoices for each sale for petroleum business activities for 300 people of 153 enterprises. At the conference, many questions related to tax settlement, electronic invoices and tax policies were answered.

With the synchronous and effective implementation of revenue management solutions and the efforts of the whole sector in supporting and propagating taxpayers, the total state budget revenue in the first 6 months of 2024 managed by the Ninh Binh Provincial Tax Department reached 6,304.2 billion VND; reaching 44.5% of the ordinance estimate, reaching 42% of the People's Council estimate; equal to 104.9% over the same period in 2023. Of which: Domestic revenue excluding land use fees reached 4,888.1 billion VND, reaching 43.2% of the ordinance estimate and the Provincial People's Council estimate, equal to 84.2% over the same period; land use fee collection reached 1,416.1 billion VND; reaching 49.7% of the ordinance estimate, 38.3% of the estimate assigned by the Provincial People's Council; equal to 700.4% over the same period last year.

To ensure the successful completion of tax work in general and the task of collecting the State budget in particular, the task from now until the end of the year is extremely heavy. Therefore, the Provincial People's Committee has directed all levels, sectors and the Provincial Tax Department to implement the main tasks and solutions of the Government's direction and management on the implementation of the Socio-Economic Development Plan and the State Budget estimate for 2024, strengthening macroeconomic stability, encouraging innovation, start-ups, and promoting economic growth. In particular, the Provincial Tax Department determined to continue to resolutely and effectively implement tax management, strengthen propaganda and support for taxpayers, promptly remove difficulties for enterprises, create favorable conditions for enterprises to develop production and business, especially enterprises with a large proportion of revenue in the State budget revenue balance and the trade and service sectors to create a new breakthrough momentum for economic growth, creating a sustainable source of revenue for the State budget.

The Provincial Tax Department also focuses on comprehensively implementing tax debt management; preventing budget losses for business households and individuals; strengthening the fight against and preventing illegal purchase and use of invoices, fraud, tax evasion and effectively implementing inspection and examination work according to thematic measures to prevent revenue losses in high-risk areas to contribute to completing the task of collecting the State budget in 2024.
