With only a few months left before the official abolishment of lump-sum tax on January 1, 2026, the tax sector is simultaneously implementing many solutions to support business households in switching to electronic declaration.

Prepare for a big turning point

In fact, to prepare for the transition to electronic declaration, the tax sector has proactively deployed many synchronous solutions. In particular, since the beginning of November 2025, the tax sector has launched the campaign "60 days and nights to support the transition", and tax agencies across the country have joined in, with the active participation of technology solution providers.

According to Deputy Director of the Tax Department Mai Son, this process received active cooperation from technology solution providers, professional associations, as well as the support of press and media agencies. The Tax Department has grouped business households and focused human resources to support them since the beginning of November, with many support activities organized specifically and systematically. First of all, the tax authority surveyed the existing database, continued to supplement and enrich the data, and at the same time assessed the actual conditions of each household, from equipment, level of policy understanding, to difficulties and obstacles in the conversion process.

Along with that, the tax industry mobilized associations and software enterprises to coordinate in training and direct support. Thanks to that, up to now, more than 18,000 business households have switched from the contract form to declaration, and more than 2,500 business households applying the declaration method have switched to the micro-enterprise model.

Mr. Mai Son affirmed that all issues that business households have been concerned about in the past have been reviewed by the tax authorities and specific guidance and answers have been prepared. However, the conversion process is not without difficulties, especially for small-scale households with few human resources, where the head of the household is also the accountant. In fact, most households still maintain the habit of manual recording, so the tax industry is coordinating with technology enterprises to convert this habit into simple, user-friendly electronic operations. The goal is to help business households easily determine revenue, expenses, tax obligations, and at the same time reduce administrative burden.

In the initial stage, although the handling of violations has been stipulated in the Constitution and specifically regulated in legal documents, the tax sector will prioritize support and guidance over punishment.

According to Mr. Son, the tax authority focuses on the role of accompanying, supporting and helping people avoid mistakes and correct them promptly. Only cases of intentional violations will be handled, while mistakes due to lack of understanding will be guided to correct.

In terms of technical requirements, businesses need basic electronic equipment such as computers, smartphones or tablets, along with declaration software compatible with their scale of operation. Many technology companies have committed to support, even providing free software in the initial stages, helping to reduce initial costs for taxpayers.

According to the leader of the Tax Department, the most important thing is that business households need to overcome their fear and be ready to adapt to new, more transparent, modern and fair management methods.

From passive tax payment to proactive tax management

The turning point of abolishing the lump-sum tax form not only changes the way of collecting taxes but also changes the management mindset. For many years, the lump-sum tax method has been familiar to millions of business households across the country. Tax authorities determine revenue, calculate rates, issue notices; taxpayers just pay. That method is simple and easy to control, but as the economy develops and e-commerce booms, this model gradually reveals many inadequacies and unfairness between honest taxpayers and those who try to avoid paying.

According to Ms. Nguyen Thi Cuc, President of the Vietnam Tax Consulting Association, the abolition of lump-sum tax is an inevitable trend, in line with the orientation of modern tax management reform. The shift to declaration helps businesses understand their revenue, costs, profits and tax obligations, thereby being more proactive in management and development.

“The shift to electronic tax declaration not only changes the tax payment process but also fundamentally changes the management method of millions of business households, from “paying according to notice” to self-declaration, self-calculation, and self-responsibility. This is a fundamental shift, placing business households at the center of modern tax management,” Ms. Cuc stated.

On the part of the State management agency, even before the official abolishment of lump-sum tax (January 1, 2026), the tax sector has been rushing to complete the "Electronic Tax Declaration Portal", a platform that allows business households to test operations before officially applying. This is considered an important intermediate step, helping taxpayers gradually get used to the mechanism of self-declaration, self-calculation, and self-responsibility.

The Tax Department aims to put the system into trial operation in the second half of November 2025, so that business households can practice declaring, creating invoices, and paying taxes, avoiding confusion when officially applying. The system interface is designed to be friendly, with detailed instructions, easy to test. Business households can experience calculating taxes based on revenue, sending feedback, and receiving technical support; at the same time, the tax authority groups households according to scale and operating conditions to have appropriate support plans.

At the same time, the tax industry also coordinates with technology enterprises to connect data between sales management software, accounting books and tax declaration systems, thereby forming suggested declarations, reducing manual operations and time for taxpayers.

Mr. Mai Son shared that when applying the electronic declaration method, business households not only fulfill their tax obligations but can also effectively manage their operations from revenue, expenses to profits. In the beginning, they will receive comprehensive support, with an online consulting system and direct guidance staff at administrative centers, markets, streets, etc.

“Our goal is to create a fair and convenient environment, helping people fulfill their tax obligations confidently and proactively,” Mr. Son emphasized.

Although this is the right direction, Ms. Nguyen Thi Cuc still frankly warned that there will still be many confusions in the initial stage, especially for households that do not have technological equipment or are not familiar with operating in the online environment. Previously, households only needed to receive tax notices set by the tax authority; now they have to self-declare and take legal responsibility, so the hesitation is understandable.

Therefore, according to Ms. Cuc, along with policies, the support of technology enterprises is considered a decisive factor for success. Platforms such as Sapo, MISA , KiotViet... are implementing many free support packages for accounting software and electronic invoices, helping businesses easily fulfill their tax obligations without having to make large investments.

Mr. Mai Son added that after the trial period ends, the official declaration system will operate in sync with the time of abolishing lump-sum tax on January 1, 2026. The Tax Department will arrange support forces at administrative centers, markets, and streets, and at the same time expand online consultation channels to promptly guide and answer people.

Thanks to that, "with the transparency, fairness and convenience that the new method brings, this conversion process not only helps to collect taxes correctly and fully, but also contributes to improving management efficiency and creating sustainable development momentum for the business household sector", the leader of the Tax Department affirmed.
