On the morning of November 15, at the National Assembly House, the National Election Council held a national conference to disseminate the Politburo 's Directive on implementing the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term in a combination of direct and online forms to provincial and commune-level bridges in 34 provinces and cities nationwide.
Attending the Conference were General Secretary To Lam, President Luong Cuong, and Standing member of the Secretariat Tran Cam Tu. National Assembly Chairman Tran Thanh Man , Secretary of the National Assembly Party Committee, Chairman of the National Election Council chaired and directed the Conference.

Also attending the Conference at the main bridge were leaders of the Party, State, National Assembly, Central Committee of the Vietnam Fatherland Front; Vice Chairmen of the National Assembly and members of the National Assembly Standing Committee; Deputy Prime Ministers; representatives of leaders of central departments, ministries and branches; members of the Sub-committees of the National Election Council, Office of the National Election Council; leaders of provincial and municipal Party Committees, People's Councils, People's Committees, Fatherland Front Committees, National Assembly delegations of provinces and cities and experts directly advising on election services.
At the provincial and municipal bridge points, there were comrades in the Election Steering Committee, Provincial Election Committee; Standing Committee of the People's Council, leaders of the Fatherland Front Committee, Department of Home Affairs of provinces and cities; Office of the Provincial Party Committee, City Party Committee, Office of the National Assembly Delegation and People's Council, Office of the People's Committee, leaders of the Party Building Committees.
Attending the conference at the commune-level bridge point were comrades in the Election Steering Committee, Commune-level Election Committee; Secretary, Deputy Secretary of the Commune Party Committee; Standing Committee of the People's Council, leaders of the People's Committee, Standing Committee of the Commune-level Fatherland Front Committee, Secretary, Head of the Front Work Committee, unions, village chiefs, and heads of residential groups.
Speaking at the opening of the Conference, National Assembly Chairman Tran Thanh Man - Chairman of the National Election Council emphasized that the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term is a major political event of the country, taking place at a time of special significance.
Our entire Party, people and army are striving to compete for achievements to welcome the 14th National Party Congress; the revolution of streamlining the organization of the political system, operating the two-level local government model, rearranging administrative boundaries, etc. opens up new development space, new driving force, which is the fundamental condition to maintain stability and development, to govern a modern country, promote rapid and sustainable growth, and better ensure the material and spiritual life of the people. The National Assembly is also looking forward to celebrating the 80th anniversary of the first General Election to elect the Vietnamese National Assembly.

The Party Central Committee, the Politburo, the Secretariat, the National Assembly, the Government, the Central Committee of the Vietnam Fatherland Front, Party committees at all levels, authorities, the Fatherland Front, and organizations have identified this as one of the key tasks in 2026. Up to now, agencies, according to their functions and tasks, and localities have issued documents to lead, direct, guide, and organize the implementation of the election work in accordance with regulations and schedule.
The National Assembly Chairman said that compared to previous terms, this election has many important new points such as: shortening the term of the 15th National Assembly and People's Councils at all levels for the 2021-2026 term, setting the election date on March 15, 2026, about 2 months earlier than previous elections. In addition, the time in the steps of the election process is shortened: the time from the end of submitting candidacy dossiers to the election day is reduced from 70 days to 42 days; the time frames for consultation, announcement of candidate lists, and settlement of complaints and denunciations are also adjusted accordingly, ensuring consistency and suitability to reality.
Another new point is the adjustment of the authority to determine the voting areas and the organization in charge of the election according to the 2-level government model; diversifying the methods of election campaigning, in addition to the form of direct voter contact, allowing online organization or combining direct with online with the condition of ensuring technical, information security and network security. In particular, there is a mechanism allowing the National Election Council to proactively adjust the time and guide the organizations in charge of the election when real situations arise, ensuring the progress and effectiveness of the election organization.

According to the program, the Conference will listen to the contents under the responsibility of the Government, the National Assembly Standing Committee, the Vietnam Fatherland Front Central Committee, the Central Organizing Committee, and especially General Secretary To Lam will give an important speech at the Conference.
The National Assembly Chairman suggested that the delegates focus on studying the documents, and discuss unclear issues and practical issues at the local level; at the same time, relevant agencies listen to and respond to the issues raised by the delegates.
According to the Chairman of the National Election Council, each election has new contexts, advantages and difficulties, and new situations may arise, but with high political determination and close leadership and direction from the Party Central Committee, the Politburo, the Secretariat, and directly from General Secretary To Lam, Party committees at all levels in the election preparation work are the most important factors to ensure the victory of the election.
Along with that is the determination, closeness, proactiveness, creativity, flexibility, closeness to the practical situation and geographical conditions of each locality; the division of work, close and effective coordination between relevant agencies and organizations in the entire election work, creating transparency, clarity, unity and continuity from the Central to the grassroots level.
National Assembly Chairman Tran Thanh Man emphasized the need to pay special attention to properly implementing the requirements of Directive No. 46 of the Politburo: the entire political system must unite, strengthen coordination, and focus on preparing the necessary conditions to successfully organize the election, ensuring that the election is conducted democratically, equally, legally, safely and economically. "If we can do so, this election will definitely be a broad democratic activity among all classes of people, selecting and electing excellent representatives, representing the people of the whole country in the National Assembly and People's Councils at all levels," the Chairman of the National Election Council stated.
The conference will hear representatives of agencies present 6 documents, including:
- Directive of the Politburo on leading the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term;
- Guidance of the Central Organizing Committee on personnel work for the 16th National Assembly and People's Councils at all levels for the 2026-2031 term;
- Directive of the Prime Minister on organizing the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.
- Procedures for negotiating, selecting and introducing candidates for National Assembly deputies, candidates for People's Council deputies and organizing conferences to collect voters' opinions;
- Guidance on professional work of organizing the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term;
- Plan of the National Election Council on implementing the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.
