In his opening remarks, Prime Minister Pham Minh Chinh stated that this meeting reviewed and re-evaluated the tasks set out at the previous meeting, and was also a preparation step for the 2025 year-end meeting and the 2021-2025 period on science and technology development, innovation, digital transformation, national, administrative reform and Project 06; directions and tasks for the 2026-2030 period. To achieve strategic goals, the Party, State and Government set a growth target of 8% or more in 2025, creating momentum for double-digit growth in the next period, achieving two 100-year strategic goals.

To achieve the above goals, the Prime Minister emphasized that it is necessary to renew traditional growth drivers, promote new growth drivers, digital economy, green economy, circular economy, sharing economy, semiconductor chips, artificial intelligence, internet of things, quantum, biology, etc.; there needs to be breakthrough development, in which databases are extremely important, as means of production, for science and technology, innovation in the current period.
The Prime Minister cited that in the past two years, the capitalization of Nvidia Corporation (USA) has increased from more than 1,000 to more than 4,000 billion USD, showing the important role as well as the rapid growth rate in this field. Therefore, we must identify the focus and key points in development. The restructuring of the economy must also rely on science and technology, innovation, and digital transformation.

The Prime Minister pointed out that the Politburo has issued 7 important Resolutions, of which Resolution No. 57-NQ/TW on breakthroughs in science and technology development, innovation, and national digital transformation is the first Resolution issued (December 22, 2024). In recent times, the Government and the Prime Minister have focused on directing ministries, branches, and localities to resolutely implement Resolution No. 57 in the spirit of "The Party has directed, the Government has agreed, the National Assembly has agreed, the people support, only discuss and do, not retreat", "seize every hour, every minute".

The Prime Minister stated that recently, we have achieved many positive results in many aspects of institutions, mechanisms, policies and many encouraging specific results in many fields. However, to complete the goals of science and technology development, innovation, national digital transformation, administrative reform and Project 06, we still have a lot of work to do. Therefore, this meeting needs to focus on assessing what has been done, what has not been done, why? Whose responsibility is it? On that basis, we have a direction for tasks assigned to each agency and unit, individualizing individual responsibilities to direct implementation, in sync with conditions and standards for evaluating cadres.

The Prime Minister assessed that currently, the development of databases in our country is still slow; while databases have become resources, means of production, and important inputs for production. If databases are blocked, input sources will be blocked and delayed. We also need to discuss the development of digital citizens because the development of digital government and digital society cannot be without digital citizens. In fact, the experience of countries developing science and technology, innovation, and digital transformation all focus on the development of digital citizens, and people must be responsible for participating and contributing to this process so that people can truly benefit.
The Prime Minister also emphasized the issue of administrative procedure reform; decentralization, delegation of power, and cutting down on cumbersome administrative procedures.

Regarding the upcoming work, the Prime Minister requested ministries and branches to have solutions to overcome limitations and shortcomings, how to pay attention to leadership and direction, how regular, timely and effective? What are the new issues that need to be done? Therefore, ministers and heads of branches must pay close attention to this issue, especially databases related to land, health, education, science and technology, etc.
Having a national database means having the country's intelligence; having a database of ministries, branches and localities means having the intelligence of ministries, branches and localities. The world has affirmed that this is the current thinking, methodology and approach in promoting digital transformation development. Ministries and branches need to overcome the current weak point of building a database, ensuring connectivity, "correct, sufficient, clean, alive". With a complete database, people can also benefit from this very easily, conveniently, reducing travel time. To do this, it is also necessary to strengthen the equipment and guidance of skills and knowledge for people in digital transformation.
The Prime Minister also directed that it is necessary to continue promoting the development of digital citizens, promoting science and technology, innovation, digital transformation, and Project 06. Therefore, ministries and branches need to actively do a good job of leadership and direction within their functions, tasks, and powers in promoting these fields. It is necessary to re-evaluate what has been done and what has not been done. Identify the difficulties, obstacles, and barriers, thereby clearly defining responsibilities; sharing lessons learned; strengthening close coordination between ministries and branches; solutions to strengthen the development of science and technology, with the motto "Creative State, pioneering enterprises, public and private cooperation, a rich and strong country, happy people, and benefiting entrepreneurs".
"We must boldly and decisively abolish unnecessary administrative procedures that cause inconvenience and increase costs for the people; especially we must overcome difficulties and obstacles when implementing the two-level local government model. We are determined to do well in promoting science and technology, innovation, and digital transformation to make an important contribution to promoting the country's rapid and sustainable development...", the Prime Minister emphasized.
