In the morning session, the National Assembly discussed the draft Law amending and supplementing a number of articles of the Law on Geology and Minerals. Afterwards, the Minister of Agriculture and Environment explained and clarified a number of issues raised by National Assembly deputies.
In the afternoon session, the National Assembly discussed in the hall the draft Law on Digital Transformation. The Minister of Science and Technology explained and clarified a number of issues raised by National Assembly deputies.
Next, the National Assembly discussed the draft Resolution of the National Assembly stipulating a number of mechanisms and policies to remove difficulties and obstacles in organizing the implementation of the Land Law. The Minister of Agriculture and Environment explained and clarified a number of issues raised by National Assembly deputies.
Previously, on November 28, the 31st working day, in the morning session, under the direction of Vice Chairman of the National Assembly Vu Hong Thanh, the National Assembly discussed: Draft Law on Planning (amended); adjustment of the National Master Plan for the period 2021 - 2030, with a vision to 2050.
There were 22 delegates speaking at the discussion session; the delegates' opinions basically agreed with many contents in the Government's Submission and the Verification Report of the National Assembly's Economic and Financial Committee. In addition, the delegates focused on giving opinions on the following specific contents:
Regarding the draft Law on Planning (amended): Delegates' opinions focused on discussing the explanation of terms; applicable subjects; planning system; contents of master planning, marine spatial planning, land use planning, sectoral and national planning; regional and provincial planning; State policies on planning activities; basis for planning; planning outline; content of regional planning; strategic environmental assessment in planning; consultation on planning; assessment of planning implementation; procedures for planning preparation, appraisal, decision or approval and announcement; content of planning appraisal; assessment of project conformity with planning in approving or approving investment policies and investment decisions; order of deciding or approving planning; handling of cases of conflicts between plans; costs for planning activities; requirements for planning announcement; authority and principles for planning adjustment; basis, order and procedures for planning adjustment; Adjust planning according to simplified procedures and order; effective date...
In addition, some delegates suggested continuing to review to ensure the consistency of the draft Law with relevant legal provisions; simplifying the order and procedures in planning; perfecting planning content; and socializing planning.
Regarding the adjustment of the National Master Plan for the period 2021 - 2026, with a vision to 2050: Delegates' opinions focused on discussing: viewpoints, visions, development goals and key tasks in the planning period for development goals to 2030, with a vision to 2050; adjusting the orientation of socio-economic spatial development in the Red River Delta; North Central region, Mekong Delta; Southeast region; South Central Coast and Central Highlands; socio-economic zoning, development orientation and regional linkage; orientation of development and spatial distribution of important sectors; orientation of resource use, environmental protection, natural disaster prevention and response to climate change; orientation of infrastructure development, technical infrastructure, social infrastructure, land use, national-level maritime space; orientation of consolidating and strengthening national defense, ensuring national security; transitional provisions...
At the end of the discussion, Minister of Finance Nguyen Van Thang spoke to explain and clarify a number of issues raised by National Assembly delegates.
In the afternoon session of the same day, under the direction of Vice Chairman of the National Assembly Vu Hong Thanh, the National Assembly discussed the draft Law amending and supplementing a number of articles of the Law on Urban and Rural Planning.
At the discussion session, 11 delegates spoke; the majority of delegates basically agreed with many contents in the Government's Submission and the Verification Report of the National Assembly's Economic and Financial Committee.
In addition, in order to continue perfecting the draft Law, delegates focused on giving opinions on the following specific contents: Explanation of terms; basis for urban and rural planning; urban and rural planning system; general planning of cities and communes; underground space planning for cities; specialized planning of technical infrastructure for cities; types of urban areas and administrative units; cases of urban and rural planning related to planning scope and administrative unit boundaries; consulting on urban and rural planning, urban and rural planning tasks; responsibility for organizing planning tasks, authority to approve planning tasks, urban and rural planning; authority to approve adjustments to urban and rural planning; organization of management according to urban and rural planning content...
In addition, some delegates suggested clarifying specialized planning with functional area planning; urban criteria and urban classification.
At the end of the discussion, Minister of Construction Tran Hong Minh spoke to explain and clarify a number of issues raised by National Assembly delegates.
