
The program is expected to have the participation of the Prime Minister and leaders of 7 ministries and branches, including: Finance, Industry and Trade, Science and Technology (KH&CN), Justice, Construction, Agriculture and Environment (NN&MT) and the State Bank.
ViPEL is the only and most comprehensive linkage model for major sectors and fields of the economy with a structure consisting of 4 Committees: Committee I on emerging technology and innovation industries; Committee II on infrastructure development and industries with national competitive advantages; Committee III on industries, production, processing and manufacturing; Committee IV on resource development and services.
Accordingly, in the morning session, 4 specialized committees simultaneously held separate meetings for each industry with a maximum of 100 delegates per session. At the same time, Vietnamese female entrepreneurs also organized a Women Entrepreneurs Forum within the framework of the program.
These are in-depth working sessions, bringing together businesses, experts and representatives of relevant ministries, branches and localities to identify "big problems", growth potential, breakthroughs of industry groups and propose projects with the spirit of "Public - Private cooperation to build the nation" to coordinate piloting new approaches and spreading positive values.
The afternoon of October 10 is expected to be a panoramic session, a High-level meeting with the theme "Public - Private sector building the nation: Strong and prosperous" with a scale of about 500 delegates with the goal of reporting to the Prime Minister and leaders of ministries, departments, branches and localities on the results of the morning sessions and many Committee-level meetings from the end of September to mid-October 2025. At the same time, at ViPEL 2025, the "Public - Private sector building the nation" initiative will also be officially proposed, the ViPEL model and breakthrough mechanisms in governance, implementation and launching of the first public - private action programs.
“The Panorama of Vietnam’s Private Economy is not an event but a structure, a model with close connections first and foremost from Vietnamese enterprises, demonstrating the strong commitment of the private business community to respond to the Prime Minister’s call for the spirit of the entire people competing to get rich legitimately, contributing to building and protecting the Fatherland,” said a representative of Committee IV.
Organizing the Private Economic Panorama Program is one of the four tasks assigned by the Prime Minister to the IV Committee in coordination with the Ministry of Finance to implement Resolution 68/TW on Private Economic Development. Immediately after the Prime Minister's direction, the IV Committee and the Department of Private Enterprise and Collective Economic Development (Ministry of Finance) had many meetings to coordinate and implement the ViPEL model in the most practical and effective way as required by the Prime Minister.

Previously, Mr. Truong Gia Binh, Head of Board IV, member of the Executive Council of the Vietnam Private Economic Panorama, said that the model "Vietnam Private Economic Panorama" aims at the goal of "public-private national construction: strong and prosperous", promoting the mechanism of working together and sharing responsibility between the state and enterprises. This will be a place to gather the intelligence, resources, voices and solutions of the private business community, from large to small scale, to realize the most important driving role of the private economy.
“We have talked a lot about solving difficulties for businesses. However, solving difficulties is not enough, more importantly is to build and develop the nation together with businesses. If the country wants to grow strongly, it must have businesses of international stature. The government accompanies, businesses are committed, that is the spirit of public-private partnership in building the nation," said Mr. Truong Gia Binh.
According to Mr. Mai Huu Tin, Deputy Head of Department IV, Chairman of the Board of Directors of U&I Investment Joint Stock Company, the difficulties of enterprises may lie in capital, technology or policy. "Our task is to point out the 'bottlenecks' and work together to remove them. In each industry, there are leading enterprises that are not only strong in capacity but also want to build a common development ecosystem. This ecosystem will create opportunities for small, medium and micro enterprises to participate and contribute to the development of the whole industry," Mr. Mai Huu Tin shared.
Some recommendations from Committee IV and the private business community include: The Government should consider, recognize and support the ViPEL Model and the initiative "Public - Private Joint Construction of the Nation" as a specific action program, a new way for the private business community to contribute and join hands with the Government to successfully implement Resolution 68 and major policies of the Party and State.
