Previously, on November 21, 2025, the 26th working day of the 10th Session of the 15th National Assembly in the morning, under the direction of Vice Chairman of the National Assembly Le Minh Hoan, the National Assembly held a plenary session in the hall to listen to Minister of Science and Technology Nguyen Manh Hung, authorized by the Prime Minister, present the Report and listen to Chairman of the National Assembly's Committee on Science, Technology and Environment Nguyen Thanh Hai present the Verification Report on the draft Law on Artificial Intelligence.
Afterwards, the National Assembly discussed in the Hall the draft Law amending and supplementing a number of articles of the Law on Technology Transfer; the Law on High Technology (amended). At the discussion session, 11 delegates spoke; the delegates' opinions basically agreed with many contents in the Government's Submission and the Verification Report of the National Assembly's Committee on Science, Technology and Environment.
In addition, in order to continue perfecting the two draft laws, delegates focused on giving opinions on the following specific contents:
Regarding the draft Law amending and supplementing a number of articles of the Law on Technology Transfer: Opinions focused on discussing the interpretation of terms; technology encouraged for transfer; support and encouragement for enterprises to apply and innovate technology; capital contribution in the form of technology; right to transfer technology; authority to appraise or give opinions on technology during the investment policy decision stage; technology transfer registration; inspection and supervision of technology in investment projects and technology transfer...
Regarding the draft Law on High Technology (amended): Opinions focused on discussing criteria for determining high technologies prioritized for investment and development and strategic technologies; enterprises manufacturing high-tech products; high-tech enterprises and strategic technology enterprises; research and development of strategic technologies; development of high-tech industries and strategic industries; application of high technology and strategic technologies in socio-economic development; promoting the transfer and commercialization of high technology and high-tech products, strategic technologies and strategic technology products; high-tech incubators, high-tech enterprise incubators, high-tech startups and support policies; high-tech zones; promoting the development of technical infrastructure serving the development of high technology and strategic technologies...
In addition, some delegates proposed that the Government soon issue documents guiding the implementation of the Law for implementation in life.

Next, the National Assembly discussed the draft Law on Bankruptcy (amended). At the discussion session, 8 delegates spoke; the delegates' opinions basically agreed with many contents in the Government's Submission and the Verification Report of the National Assembly's Economic and Financial Committee. In addition, in order to continue perfecting the draft Law, the delegates focused on discussing the following specific contents: scope of regulation; name; new principles; State policies on enterprise and cooperative recovery and bankruptcy; duties and powers of the Administrator, asset management and liquidation enterprises in recovery procedures; appointment and change of the Administrator, asset management and liquidation enterprises; duties and powers of Judges in resolving recovery and bankruptcy cases; rights and obligations of participants in recovery and bankruptcy procedures; creditors' representative board; creditors' conference; persons with rights and obligations to submit applications for application of recovery and bankruptcy procedures; supervise the implementation of business recovery plans; process and accept applications for bankruptcy proceedings; decide whether or not to open bankruptcy proceedings; resolve the suspension of civil judgment enforcement, resolve cases; request reconsideration and appeal against decisions declaring enterprises and cooperatives bankrupt; apply simplified procedures; prohibit holding positions after enterprises and cooperatives are declared bankrupt...
At the end of the discussion, Chief Justice of the Supreme People's Court Nguyen Van Quang spoke to explain and clarify a number of issues raised by National Assembly deputies.
