On the morning of October 2, at the Provincial Labor Culture House, the 20th Congress of Nghe An Provincial Party Committee, term 2025-2030, opened with the participation of 500 official delegates, representing more than 200,000 Party members of the entire Provincial Party Committee.
This is a major political event of special significance to the Party Committee, government and people of all ethnic groups in the province.
Member of the Politburo, Secretary of the Party Central Committee, Head of the Central Internal Affairs Commission Phan Dinh Trac attended and directed the Congress.
The Congress was honored to receive a congratulatory flower basket from the Party Central Committee and General Secretary To Lam.

In his opening speech, on behalf of the Presidium, Secretary of the Nghe An Provincial Party Committee Nguyen Duc Trung emphasized: The Congress is an opportunity for the entire Party Committee to deeply recognize its responsibility to the people for the position and role of President Ho Chi Minh's homeland; to affirm strong political determination, promote the strength of great solidarity, arouse the desire for development; to encourage and motivate the entire Party Committee and people to continue to promote the heroic Soviet tradition, comprehensive innovation, strong breakthroughs, and persistent efforts for a rich, beautiful, civilized, modern Nghe An with a worthy position in the region and the whole country.
With the motto "Solidarity - Democracy - Discipline - Breakthrough - Development", Nghe An Provincial Party Committee sets high political determination for the period 2025-2030, orientation to 2035, vision 2045: "Building a clean and strong Party Committee and political system; comprehensive innovation, breakthrough development; striving to make Nghe An a fairly developed province, a national growth pole in the new era of development."
Presenting the Political Report of the 20th Provincial Party Congress, Chairman of the Provincial People's Committee Le Hong Vinh said that in the 2020-2025 term, the work of Party building and the political system achieved many important, comprehensive and outstanding results in all fields of economy, culture, society, security, national defense and foreign affairs.
The political report for the 2025-2030 term presented to the Congress identified viewpoints, goals, tasks and key solutions; emphasizing the viewpoint of renewing development thinking, moving towards a more modern growth model; taking science, technology, innovation, digital transformation as the main driving force; taking institutional innovation and governance as leverage; Nghe An culture and people as the foundation, creating new impulses and breakthroughs in development.
The province has shifted strongly from extensive to intensive development; focusing on developing green economy, digital economy, marine economy, circular economy, high-tech industry and high-quality services; focusing on creating breakthroughs for rapid development in the Eastern region and sustainable development in the Western region of the province. The goal by 2030 is for Nghe An to become a fairly developed province in the country, a national growth pole, and the center of the North Central region.
The report sets out 39 specific targets, 5 key tasks; three breakthroughs for the 2025-2030 term (Institutional breakthrough; Human resource development breakthrough; Infrastructure development breakthrough).
In his speech directing the Congress, Head of the Central Internal Affairs Commission Phan Dinh Trac commended and congratulated the important results that the Party Committee, government and people of Nghe An achieved in the past term; requested the Congress to deeply analyze and clarify the causes of the limitations and weaknesses, especially the subjective causes as stated in the Political Report, in order to propose effective solutions in the coming term.
Delegates devoted all their intelligence and energy to discussing and clarifying opportunities, advantages, difficulties, challenges, and reaching high consensus on directions, tasks, and breakthroughs to achieve the goal: "By 2030, Nghe An will become a well-off province in the country, a national growth pole; the center of the North Central region in industry, high-tech agriculture, healthcare, education and training, science and technology, trade, logistics, tourism, with a vision to 2045, Nghe An will become a province with high income, comprehensive development, civilization, and modernity."
The Congress needs to carefully study and thoroughly grasp Resolution No. 39-NQ/TW of the Politburo; the direction of General Secretary To Lam at the working session with Nghe An on May 15, 2025 and the actual context and situation to determine suitability and feasibility.
Head of the Central Internal Affairs Commission Phan Dinh Trac suggested that Nghe An province needs to unify awareness, strongly arouse the desire for development, strongly innovate thinking and action, boldly step out of the old development inertia, and create new momentum for the province.
The province needs to focus on planning, management and implementation; promptly adjust and supplement planning in accordance with new development orientations, strategies and spaces of the region and area.
The province prioritizes investment in key infrastructure, creating breakthroughs in strategic infrastructure; focusing on developing culture, health care, and education; improving the quality of human resources to meet the province's development requirements.
These tasks need to be implemented synchronously, in line with the spirit of the new Resolutions of the Politburo on cultural revival, educational breakthroughs, and people's health care and improvement.
The decisive factor to turn the Congress Resolution into reality is people, associated with the organizational apparatus, especially the team of leaders and managers at all levels.
The Head of the Central Internal Affairs Commission emphasized that the key task of Nghe An in the new term is to focus on leading and directing the two-level local government model to operate smoothly, effectively, efficiently, with integrity, close to the people, and improve the quality of service to the people; the new apparatus must be better than the old one, promptly responding to all legitimate requests from the grassroots.
The current requirement is to strongly shift the thinking and working style of the political system from "administrative management" to "serving and creating development", "from administrative orders" to "listening, understanding and accompanying" the people and businesses; with the motto "locality decides, locality acts, locality is responsible."
Therefore, Nghe An Provincial Party Committee needs to closely monitor, accurately and fully identify and promptly resolve or propose competent authorities to resolve "bottlenecks" and inadequacies in the operation of the commune-level political system, especially in terms of staffing, arrangement of professional and technical staff, digital transformation infrastructure, headquarters, etc.; research and build comprehensively developed commune cluster centers suitable to local characteristics.
Head of the Central Internal Affairs Commission Phan Dinh Trac noted Nghe An's strategic position in terms of defense and security, and suggested that the province continue to deepen the traditional friendship and special solidarity with Lao localities bordering the border; expand and improve the effectiveness of foreign affairs activities, and maximize resources for socio-economic development.
At the Congress, on behalf of the Presidium, Chairman of the Provincial People's Committee Nguyen Duc Trung asked delegates to focus on research, discussion, and contribution of specific orientations and solutions, demonstrating determination to act to build Nghe An to develop rapidly and sustainably.
During the morning working session, the 20th Congress of Nghe An Provincial Party Committee elected the 20th Provincial Party Committee Executive Committee for the 20th term, 2025-2030, consisting of 68 comrades./.
