- From January 1, 2025, along with the Law on Road Traffic Safety, Decree 168/2024/ND-CP of the Government regulating administrative sanctions for violations of road traffic safety (Decree 168) officially took effect with many administrative sanctions many times higher than the old regulations. After 4 months of Decree 168 being implemented, traffic safety work in the province has changed positively, traffic participants' awareness has been raised, and the number of violations has decreased significantly.

Many bad habits have changed
In the past, when traveling on the road, especially at some intersections where there are traffic lights, it was not difficult for us to see images of some drivers not obeying traffic lights, running red lights, endangering themselves and other road users, potentially causing many traffic accidents.
Since Decree 168 took effect, these behaviors have decreased. At some key intersections on national highways such as National Highway 1, National Highway 4B, National Highway 1B, intersections with traffic lights in the city... although there are times when the traffic volume of people and vehicles increases, people still line up in order and wait for the red light.
The change in awareness of traffic participants is not only reflected in obeying traffic lights but also in following the correct lane, not speeding, or recklessly overtaking...
Mr. Be Quoc Viet, Huu Lung town, Huu Lung district shared: According to my observation, in the past, every time I stopped to wait for the traffic light signal, especially during rush hour, I saw that when the green light was only 1-2 seconds left, or even turned yellow, many people still deliberately drove their vehicles across the road. Since Decree 168 was issued, with very high penalties, especially for running red lights, this situation seems to no longer exist, and traffic participants have strictly complied.
Mr. Dinh Van Tuan, Chi Lang ward, Lang Son city said: Due to the nature of my work, I often drive on the road. Before Decree 168, every time I crossed a road with traffic lights, I was very subjective, sometimes running red lights when there was an urgent matter. However, after hearing through the media, I know that the fines for traffic violations according to Decree 168 are very high, including the fine for running a red light of up to 20 million VND. I have also carefully studied this decree, so I am aware that I must always obey the law when participating in traffic to avoid violations and at the same time ensure the safety of myself and other traffic participants...
Thanks to the increased awareness of people in complying with regulations on ensuring traffic safety, the number of traffic safety violations from the beginning of 2025 to present has decreased significantly. Specifically, the traffic police force in the whole province has detected and handled 10,523 cases of traffic safety violations, a decrease of 3,142 cases compared to the same period last year, of which 1,883 cases were violations of alcohol concentration, a decrease of 1,986 cases compared to the same period; 11 cases of drugs in the body, a decrease of 3 cases compared to the same period; 13 cases of overloading, a decrease of 82 cases compared to the same period; 8 cases of overloading, a decrease of 23 cases compared to the same period; 2,689 cases of vehicle detention, 4,581 cases of document detention, and 1,029 cases of additional penalties of driver's license revocation...
Strengthening propaganda combined with patrolling and control
The above results were achieved because before and after Decree 168 took effect, agencies, departments, branches and traffic police forces in the whole province coordinated to promote propaganda, dissemination andeducation of laws, the contents of the Road Traffic Safety Law and Decree 168 on many channels and in many forms to raise people's awareness when participating in traffic.
According to information from the authorities, in the past 4 months, agencies, departments, branches, and functional forces in the province have organized nearly 1,600 propaganda sessions for nearly 552,000 workers, laborers, union members, students, and teachers of schools. The propaganda content focuses on some new points of the Road Traffic Safety Law, Decree 168, fines, point deductions, additional penalties, revocation of driving licenses, etc.
Along with the propaganda, dissemination and legal education to raise people's awareness of law compliance when participating in traffic, the provincial traffic police force has increased patrols and controls. In the past nearly 4 months, the provincial traffic police force has carried out 4,825 patrols and controls, with 21,437 officers and soldiers participating.
Lieutenant Colonel Phuong Thuc Dinh, Deputy Head of the Traffic Police Department of the Provincial Police, said: Since the dissolution of the district-level police, the Traffic Police Department of the Provincial Police has quickly stabilized and arranged patrol teams of the road traffic police teams and stations in districts, cities, and assigned routes to inspect and strictly handle violations that are the main causes of traffic accidents, especially violations related to alcohol and drug concentrations; expanding the vehicle body, carrying overloaded or oversized goods; not obeying traffic lights, driving in the wrong part of the road or lane; driving in the wrong direction to avoid overtaking, weaving, etc.
In order to strictly implement Decree 168, in the coming time, the Provincial Traffic Police will direct the arrangement of more working groups to strengthen traffic control on traffic routes, especially national highways, provincial roads, and district roads, promptly reminding and strictly handling violations.
In addition, the Traffic Police force of the whole province also actively coordinated with relevant agencies and units to propagate the regulations on the Law on Road Traffic Safety, Decree 168 to the people; launched peak campaigns to handle violations such as: handling teenagers and students violating the regulations of the Law on Road Traffic Safety, regulations on handing over vehicles to underage drivers... at the same time, conducting a general inspection and review of shortcomings in traffic infrastructure, especially traffic light clusters to propose and recommend to competent agencies to promptly overcome...
