Thanks to the promotion of propaganda work so that people can grasp the roadmap and implementation steps of the merger in the area, the organization of collecting voters' opinions on the project of merging commune-level administrative units received consensus and support. The organization of collecting voters' opinions on the Project of rearranging commune-level administrative units in the communes was organized publicly, transparently and democratically, respecting the people's right to mastery, and received the consensus and support of the people and voters.

Innovation and reorganization of the political system to be streamlined and operate effectively and efficiently is a major policy of the Party. To implement this policy, Nghia Dan has developed a project to reorganize commune-level administrative units for the period 2023 - 2025, including merging Nghia Phu commune into Nghia Tho commune; merging Nghia Hieu and Nghia Thinh communes into Nghia Hung commune.

Pursuant to the provisions of Resolution No. 35/2023/UBTVQH15 of the National Assembly Standing Committee on the arrangement of district and commune-level administrative units for the period 2023 - 2030, Nghia Phu commune has a natural area and population size below 70% of the standard, so it must be merged with Nghia Tho commune (an adjacent administrative unit) with a natural area of ​​46.16% and a population size of 284.24% compared to the standard; Nghia Hieu commune has a natural area and population size below 70% compared to the standard, Nghia Thinh commune has a natural area below 20% and a population size below 300% compared to the standard and must be merged with Nghia Hung commune (an adjacent administrative unit) with a natural area of ​​34.66% and a population size of 139.24% compared to the standard.

After Nghia Phu commune is merged into Nghia Tho commune, the expected name of the new administrative unit is Nghia Tho commune; Nghia Hieu commune is merged into Nghia Thinh commune into Nghia Hung commune, the expected name of the new administrative unit is Nghia Hung commune.
