The political report and opinions presented at the congress unanimously affirmed: In the 2020-2025 term, the Party Committee of the General Department of Defense Industry has performed well its State management function and advised the Central Military Commission and the Ministry of National Defense on defense industry. It has proactively researched and advised on many important policies and guidelines and perfected the legal system on defense industry, meeting the requirements of modernizing the Army in the new situation. It has proposed to issue and synchronously and effectively implement resolutions, laws, programs, projects and plans for defense industry development.

Improve the capacity to design and manufacture weapons and equipment to effectively serve the training and combat readiness tasks of the Army. Promote research and application of science and technology, innovation, creativity, mastery of design technology, and manufacture of many types of modern, high-tech weapons and equipment with superior combat and technical features compared to similar products manufactured abroad, effectively serving the training and combat readiness tasks of the Army.

Well performing the tasks of defense production, economy, product export, ensuring jobs and stable income for workers. The production and business targets of the General Department all exceeded those of the previous term; annual revenue increased from 7% to 45%, average income increased from 3% to 19%. Total revenue reached over 156,700 billion VND, up 70.3%; of which economic revenue increased by 75.4%; average income was over 16 million VND/person/month (up 57%).

In particular, during the term, the General Department of Defense Industry proactively advised the Central Military Commission and the Ministry of National Defense to successfully organize two Vietnam International Defense Exhibitions, affirming its potential, strength, prestige, and new position, opening up many opportunities for cooperation in developing the defense industry.

Speaking at the congress, on behalf of the Central Military Commission and the leaders of the Ministry of National Defense, Senior Lieutenant General Pham Hoai Nam commended and congratulated the results and achievements that the General Department of Defense Industry has achieved in the 2020-2025 term. To complete the goals, targets and tasks for the 2025-2030 term, Senior Lieutenant General Pham Hoai Nam requested the Party Committee of the General Department of Defense Industry to continue to thoroughly grasp and seriously implement the policies and directions of the Central Committee, the Central Military Commission, and the Ministry of National Defense, focusing on Resolution No. 08 of the Politburo on promoting the development of defense industry to 2030 and the following years, the Law on Defense Industry, Security and Industrial Mobilization.

Perform well the function of state management of defense industry. Research and propose a model of an effective and efficient state management agency of defense industry, suitable to the country's conditions and the Army's reality. Strictly manage and improve the operational efficiency of defense industry enterprises to ensure sufficient capacity to research, design, manufacture, and produce weapons and equipment with high tactical and technical features, meeting the requirements of modernization of the Army in the new situation.

Based on the assigned functions and tasks, Senior Lieutenant General Pham Hoai Nam pointed out: The General Department of Defense Industry improves the capacity to research, design, manufacture, and produce new and modern weapons and equipment for the armed forces; make breakthroughs, develop science and technology, innovate, create and digitalize; effectively implement programs and projects to enhance the potential of the defense industry. Master design, basic technology, core technology, the fields of metallurgy, precision mechanics, casting technology..., increase the localization rate of defense industry products. Successfully research, manufacture and produce modern and strategic weapons and equipment. Promote international cooperation, effectively implement forms of cooperation, transfer, application of science and technology, promote the development of modern defense industry.

Effectively implement the policy of combining national defense with economy, production and business to achieve high efficiency and in accordance with the law. Proactively orient economic, strategic and long-term products; attach importance to the development of digital economy, green economy, circular economy, enhance the intelligence of production lines, and move towards building smart factories; effectively deploy the production of fireworks, industrial explosives, economic shipbuilding, mechanical processing, logistics, seaport services, dual-use defense industry products, serving people's lives and industrialization and modernization of the country.

Senior Lieutenant General Pham Hoai Nam noted that the Party Committee of the General Department of Defense Industry focuses on building a team of cadres at all levels with appropriate quantity, structure, high quality, and qualities, prestige, and capacity equal to the task. There are specific and practical plans to train, foster, attract, and promote talents, especially the team of managers, good scientific and technical cadres, leading experts, chief engineers, and chief engineers in the fields of research, design, and manufacturing of weapons and technical equipment.
