According to the Ministry of National Defense , on November 11, Senior Lieutenant General Le Huy Vinh, Deputy Minister of National Defense, chaired a conference to report on two investment projects of the General Department of Defense Industry on "Enhancing the capacity of weapons testing laboratories" at the Institute of Weapons and "Investing in infrastructure and laboratories for calculating and simulating technology for designing and manufacturing high-tech integrated weapons" at the Institute of Technology.

The two projects aim to effectively implement the policies and directions of the Party, State, Central Military Commission, and Ministry of National Defense on defense industry development, focusing on Resolution No. 08-NQ/TW of the Politburo on "Promoting defense industry development to 2030 and the following years".
The representative of the General Department of Defense Industry affirmed that, with the goal of enhancing scientific and technological capacity to serve the development of strategic technologies, weapons products, and technical equipment of strategic significance, investment in the two projects is necessary and will bring many important benefits.
In addition, the two projects will help the army master the design of conventional weapons and high-tech weapons, weapons of strategic significance; master basic technology, core technology; provide modern simulation, calculation and design tools, helping to reduce time, effort and costs for the design, testing and experimentation process; create the "nucleus" for modern weapons; contribute to enhancing the potential of the defense industry.
After investment, the Weapons Institute and the Technology Institute will become important facilities to carry out the task of developing strategic technology, weapons products, and technical equipment of strategic significance; at the same time, fostering and training high-quality human resources to serve the army.
After listening to the report, Senior Lieutenant General Le Huy Vinh requested the General Department of Defense Industry, the Institute of Weapons and the Institute of Technology to seriously absorb comments and contributions; determine goals and requirements to build investment plans for projects, ensuring high feasibility, correct functions and tasks, no duplication and dispersion.
Senior Lieutenant General Le Huy Vinh emphasized that the equipment must be modern, synchronous, specialized and highly automated; compatible and combined with the unit's existing equipment to improve investment efficiency and avoid waste; must have redundancy and openness for easy upgrading and expansion when needed; and ensure good technology transfer, warranty, maintenance and technical services.
