Senior Lieutenant General Hoang Xuan Chien emphasized that over the past time, the traditional friendship between Vietnam and India has been constantly strengthened and developed. In particular, since the two countries upgraded their Comprehensive Strategic Partnership in 2016, cooperation has become increasingly substantive and effective in all pillars, especially in politics - diplomacy, defense - security.
Vietnam-India defense cooperation has been actively and effectively implemented in many fields in recent times, including mechanisms for dialogue, consultation, and exchange of young officers; training; military cooperation; United Nations peacekeeping ; defense industry, etc.

Senior Lieutenant General Hoang Xuan Chien affirmed that Vietnam consistently follows a foreign policy of independence, self-reliance, peace, friendship, cooperation and development, multilateralization and diversification of foreign relations; is ready to cooperate with countries and international organizations for peace, cooperation and development; and persists in the "four no's" defense policy.
Vietnam advocates resolving all disputes and disagreements in the East Sea by peaceful means on the basis of international law, including the United Nations Convention on the Law of the Sea (UNCLOS 1982); complying with the Declaration on the Conduct of Parties in the East Sea (DOC); promoting the early conclusion of negotiations and signing of a substantive, effective and efficient Code of Conduct of Parties in the East Sea (COC).

Regarding direction, Senior Lieutenant General Hoang Xuan Chien suggested that the two sides regularly maintain dialogue and consultation mechanisms; strengthen cooperation in training, UN peacekeeping, and defense industry; promote the implementation of credit packages and non-refundable aid packages; and study cooperation in potential fields such as cyber security, military medicine, search and rescue, etc., in accordance with the needs and response capabilities of both sides.
The Vietnamese Ministry of National Defense always supports India in strengthening defense cooperation with ASEAN countries, especially within the framework of the ASEAN Defense Ministers Meeting Plus.
Deputy Minister Hoang Xuan Chien hopes that the two sides will continue to strengthen coordination at multilateral forums, especially ASEAN-led frameworks, and support and participate in multilateral activities organized by each side.

On behalf of the Vietnamese Ministry of National Defense, Senior Lieutenant General Hoang Xuan Chien invited the Indian Defense Ministry delegation and Indian businesses to attend the 3rd Vietnam International Defense Exhibition scheduled to be held in late 2026.

On November 11, the opening ceremony of the bilateral exercise between Vietnam and India on United Nations peacekeeping 2025 (VINBAX 2025) will take place in Vietnam.
Mr. Rajesh Kumar Singh said that joint field exercises on UN peacekeeping play an important role in bilateral defense cooperation. He supported increasing the scope and scale of the exercises.

VINBAX exercise is the only bilateral exercise of the Vietnam People's Army with foreign partners on United Nations peacekeeping.
