On December 11th, in Can Tho City, the Department of Teachers and Educational Management Staff, Ministry of Education and Training (MOET), organized a consultation conference on preferential allowances for civil servants in public educational institutions, and the working regime of general education and pre-university teachers.
The conference was held in a hybrid format, combining in-person and online participation, with the attendance of leaders and specialists from the Departments of Education and Training, District Education and Training Offices, administrators, and teachers from preschool and general education institutions nationwide; as well as leaders and lecturers from Can Tho University, Ho Chi Minh City University of Education, the Central Ethnic Minority Pre-University School, and the Ho Chi Minh City Ethnic Minority Pre-University School.

According to a report by the Department of Teachers and Educational Management, the implementation of preferential allowances for teachers is currently inconsistent across localities due to overlapping regulations on regional zoning to determine eligibility and payment levels; mergers and adjustments to administrative units leading to untimely adjustments to payment levels; and regulations that are not sufficiently strict, resulting in differing methods of determining eligibility.
Furthermore, school staff only receive a basic salary based on a coefficient, without the allowances and subsidies enjoyed by teachers, leading to financial difficulties. This results in many positions remaining vacant, and many staff members resigning to pursue other careers.
The Department of Teachers and Educational Management Staff proposes the development of a Decree regulating preferential allowances for civil servants in public educational institutions, replacing Decision 244/QD-TTg dated October 6, 2005, of the Prime Minister . Specifically, it proposes adjusting the preferential allowance for certain categories to better reflect the complexity of their work; adjusting the administrative divisions to align with current legal regulations; and clarifying who is and is not eligible for preferential allowances.
These proposed adjustments received strong consensus from the conference delegates, particularly regarding the education sector's concern for school staff. Delegates also discussed, commented on, and proposed additional specific regulations to ensure that the preferential allowance policy is clear, feasible, and consistent in its implementation for education sector officials.
At the conference, the Ministry of Education and Training also organized a consultation on the draft Circular regulating the working regime of general education and pre-university teachers. To date, the draft Circular has been finalized based on feedback from relevant ministries and sectors; opinions from 63 provinces/cities, with the participation of over 585,000 teachers and administrators from educational institutions.
Many provisions in the draft Circular received the consensus of over 90% of those participating in the feedback; the draft Circular was highly appreciated by the delegates, and if promulgated, it will thoroughly resolve the difficulties and obstacles in the process of assigning and arranging teachers according to the current regulations in Circular No. 28/2009/TT-BGDĐT and Circular No. 15/2017/TT-BGDĐT.
The discussions at the conference focused on several specific issues, which provide valuable grounds for the Department of Teachers and Educational Management to further refine relevant legal documents to ensure the rights of teachers.
