Research and develop plans to promote Halal food exports.

The Government Office has issued Official Dispatch 4169/VPCP-KTTH conveying Prime Minister Pham Minh Chinh's opinions on information, press and public opinion related to the direction and administration work.

Specifically, Report No. 388/2025/TTDT dated May 8, 2025 of the Government Electronic Information Portal points to information, press and public opinion related to direction and management, including the content on "Expanding exports to the Halal market".

* The Ministry of Science and Technology said that in Arabic, "Halal" means "permitted". Muslims only use products that are permitted by God (Allah) and express permission when the product is certified Halal according to the Quran and Islamic Shari'ah Law.

Halal products include almost all essential products of life such as food, beverages, organic foods, functional foods, pharmaceuticals, cosmetics, textiles, handicrafts to service sectors such as: banking, tourism, security, education and training, food services, hotels, logistics.

The market for Halal products is distributed throughout the world, from Muslim to non-Muslim countries, from developed to developing economies, because Halal products meet many criteria on food hygiene and safety, ensuring health, quality, green, clean, ethical in processing and contributing to environmental protection...

The report stated: Although highly appreciating the Halal market in Indonesia, experts commented that this is also a highly protected market, requiring import licenses; Halal certification (must be issued by the competent Indonesian authority); national standards (SNI); regulations on import ports (for some groups of goods); and regular application of trade defense measures.

In particular, strict Halal standards and complex certification systems are also significant challenges for businesses. In order for Vietnamese goods to easily access this market, the Head of the Vietnam Trade Office in the United Arab Emirates (UAE) recommends that Vietnam needs to improve its Halal legal system, including the development of national standards and certification processes in accordance with international requirements. At the same time, it is necessary to strengthen cooperation in the Halal field between Vietnam and the UAE, especially the issuance of certificates according to the UAE's Halal standards. It is predicted that Vietnam's Halal products will face fierce competition with similar products from countries with many years of experience and prestige in this field.

Therefore, Vietnam needs to have specific support policies, including prioritizing budget resources for production and certification, promoting trade and training specialized human resources in Halal. At the same time, there needs to be reputable intermediary organizations to help businesses in the certification process and comply with regulations in export markets.

Regarding this issue, Prime Minister Pham Minh Chinh requested the Ministry of Industry and Trade and the Ministry of Foreign Affairs, according to their assigned functions and tasks, to study the above information to develop a plan to promote Halal food exports.
