Speaking at the opening ceremony of the Conference, Ms. To Thi Thu Ha, Deputy Director of the Department of Legal Dissemination, Education and Legal Aid, emphasized that in the context of digital transformation taking place strongly in all fields, the requirement for digital transformation and application of information technology in legal aid is not only a trend but also an urgent requirement to improve efficiency, fair access and protect the rights of people, especially vulnerable groups.
Therefore, the development of a legal aid application on mobile phones aims to create a support tool to ensure quick, convenient and timely access, processing and legal aid, helping people easily access information on legal aid and enjoy free legal aid services when encountering legal problems as well as helping state management agencies on legal aid to improve the effectiveness of managing this work.
This task will be piloted in the two provinces of Dien Bien and Lao Cai during the project implementation phase, and will then be further researched to be able to expand the scope of implementation to other provinces and cities nationwide.
At the workshop, information technology experts presented basic information about the research and survey process to build the application as well as specifically explained the plans, technical solutions, technology used and functions of the TGPL application on mobile phones.
The delegates highly appreciated the TGPL application on mobile devices. This is considered a very practical tool to support people, especially vulnerable groups in society, to access and benefit from free legal aid services.

This application is expected to play an important supporting role for organizations and people implementing free legal services, helping them quickly access and promptly resolve difficulties and problems of people in the process of accessing free legal services...
To move towards the goal of providing comprehensive legal aid in the digital environment, delegates expressed their hope that in the near future, the application on mobile devices will be connected and synchronized with the Legal Aid Organization and Operation Management System, the Legal Aid Database and the National Public Service Portal.
In addition, many other important functions are also proposed to be added, including: the function of noting the reason for refusing to accept the request so that people can have information; the function of transferring the request for legal assistance to bring maximum convenience; the function of saving records, tracking cases of request withdrawal; and especially the function of voice communication to enhance the ability to interact between the person receiving legal assistance and the person performing the legal assistance.
