The harder the more determined
"Knowing that the road to building a district that meets NTM standards still has many difficulties and challenges, the more difficulties multiply the determination," Mr. Ly Hoang Tien affirmed.
Ngoc Hien is a locality with a very low starting point, with a weak socio-economic infrastructure. Most of the land area in the district is forestry land, governed by regulations and policies on forest management, protection and development, so the implementation of planning and investment attraction is still difficult, especially for large projects and works. On the other hand, building permanent houses on forestry land is also a problem. The situation of spontaneous migration to live scattered, especially in coastal areas, makes resettlement arrangements difficult; many households live according to the habit of building houses along rivers and coasts, and are affected by high tides and landslides every year, and many households have to relocate. The terrain of the district has weak soil, so investment in socio-economic infrastructure requires a larger capital source than in other areas.

Every year, high tides cause constructions to be frequently flooded or infiltrated by water, leading to easy deterioration and damage. The complicated and prolonged situation of climate change and natural disasters has had a profound impact on people's lives, production, business, employment, and income, and disrupted some activities in the process of building new rural areas...
Mr. Nguyen Duy Thao, Head of the Farmers' Association of Con Mui Hamlet, Dat Mui Commune, shared: "With the habit of building houses along the river of the people, the locality is facing difficulties in the problem of waste and waste treatment, one of the contents of the environmental criteria assessment in building new rural areas. Along with the impact of weather and climate change, people's production is facing many difficulties. Based on this actual situation, the Party cell and local authorities are focusing on mobilizing and guiding people to classify waste, protect the environment, plant green hedges; support the transfer of science and technology in production, animal husbandry... so that the hamlet can soon meet the environmental criteria, income, and production organization, moving towards Dat Mui commune meeting new rural standards, creating a foundation to contribute to the district meeting new rural standards in the near future".
The low results achieved in implementing the new rural area construction in the area are also a big obstacle and difficulty for Ngoc Hien district. Up to now, the district has only 1/6 communes meeting the new rural standards and the number of unmet criteria of each commune is still very high, an average of 12/19 criteria/commune, of which the majority are coastal communes, safe zone communes, 1 island commune (Tan An commune) and 1 commune with particularly difficult economic conditions (Dat Mui commune). The district has no commune meeting the advanced new rural standards, Rach Goc town has not achieved the civilized urban area. The rate of multidimensional poor and near-poor households in the district is still high, at 11.92%; there are 3,919 houses of poor, near-poor and disadvantaged households that need support for repair, upgrading and new construction. The whole district still has 155 km of rural roads, 75 bridges, mainly hamlet and inter-hamlet axes that need investment. The district does not have any industrial zones or clusters; Many schools are still degraded, cultural facilities are still lacking; district budget revenue is low...
To achieve the goal of a new rural district, Ngoc Hien district needs a huge investment resource and the joint support of many central and local ministries and branches.
Power steering required
The project to build Ngoc Hien district to meet the new rural standards by 2025 sets a specific roadmap: In 2023, strive for Tam Giang Tay commune to meet the standards; in 2024, strive for Vien An Dong commune, Tan An commune to meet the standards and Tan An Tay commune to meet the advanced new rural standards, Rach Goc town to meet the civilized urban standards; in 2025, strive for Dat Mui commune and Vien An commune to meet the standards, at the same time build the district to meet the new rural standards, the satisfaction rate of local people with the results of building new rural areas is from 90% or more.
According to the project's calculations, in order to build Ngoc Hien district to meet the new rural standards by 2025, the total local capital needed is over 2,000 billion VND. Of which, the estimated capital allocated by the Central Government, the province, the district, and the commune according to programs and projects is nearly 252 billion VND; the capital contributed by people, businesses, and credit capital is over 984 billion VND; the capital called for investment is about 335 billion VND. The remaining capital, proposed to support under special mechanisms is over 515 billion VND (the provincial budget supports 244 billion VND; the National Assembly, ministries, central branches, and businesses are proposed to support with projects estimated at about 272 billion VND).
To facilitate the locality in building the new rural area in the coming time, Ngoc Hien district has proposed to the Government, the Prime Minister, ministries and central branches to consider a special mechanism, separating about 268 hectares of 8 residential clusters and the administrative center of Dat Mui commune, moving 159.7 hectares of Mui Ca Mau Tourist Area out of the National Park area to help Dat Mui commune in building the new rural area, creating conditions for Ca Mau province to attract investment, build the national key tourist center of Mui Ca Mau, creating opportunities for the sacred place of the Fatherland to overcome difficulties and develop with the whole country. Early investment in Hon Khoai General Seaport. Prioritize investment in upgrading and expanding National Highway 1, Ho Chi Minh road from Ca Mau city to Dat Mui commune according to the plan. Continue to invest in breakwaters along the East coast in the section that is frequently eroded, causing loss of protective forest land...
The investment in upgrading and expanding National Highway 1 and Ho Chi Minh Road from Ca Mau City to Dat Mui Commune will create favorable conditions to attract investment and tourists to visit and experience.
Mr. Ly Hoang Tien said: "Clearly identifying difficulties and obstacles, doing easy tasks within reach first, finding support from all levels for difficult targets, gradually conquering the targets set according to the annual plan, is the step of Ngoc Hien district in the roadmap to conquer the new rural district from now until 2025".
