Must truly be a "servant" of the people

Mr. Bui Binh, Head of the Thach Binh Residential Group, Sia Town, Quang Dien District, said: “Implementing the CQDPHC model is a historic turning point. For this model to be successful, each cadre must be really close to the people, stick close to the grassroots, and return to the people to listen and promptly resolve the people's difficulties. Quang Dien is a low-lying area, where people's lives are still difficult. If cadres just sit in air-conditioned rooms and do not go to the people, then no matter how good the model is, it will have no real meaning.”

To serve the people in the best way, each cadre needs to be more proactive and determined for the purpose of serving the Fatherland and the People. Each cadre in the administrative apparatus must always be close to the people by regularly visiting each neighborhood and residential area to grasp the thoughts and aspirations of the people. "I believe that when each cadre sees himself as a "servant" of the people, working with all his heart, serving the people, the administrative apparatus will truly be effective, contributing to the country's steady development in the new period," said Mr. Bui Binh.

The common expectation is innovation in the way of operation, service attitude, responsibility and work efficiency of each cadre in the apparatus. The administrative agencies can only truly be “close to the people, for the people” when the cadres properly perform their roles and responsibilities and promote the spirit of service and companionship with the people. The effectiveness of the administrative agencies must not depend on the model but on the people who operate them.

Streamlined and transparent administrative procedures

Mr. Hoang Giang Liet, Khanh My residential group, Phong Thu ward expressed: “After merging and perfecting the administrative apparatus, people expect administrative procedures to be resolved quickly, reducing hassle. In reality, people have to go back and forth many times to complete land records. The lack of synchronization and lack of expertise in the commune cause delays in processing records. If there is a team of professional staff, reinforced from the city or district, many things will be improved.”

Mr. Liet expects that after the merger, the new communes and wards will receive stronger investment in infrastructure, transportation, and agricultural works - important conditions for local economic development.

Convenient procedures, closer to people

Mr. Ho Van Chuong, Pi Ay 2 village, Quang Nham commune, A Luoi district shared: “Quang Nham is a border commune, a remote area, so people's lives are still difficult. People here hope that the local government will shorten the administrative processing steps so that procedures are quick, clear, and time-saving. For people with low education levels, simplifying procedures will help them have easier access to policies, especially capital sources to support production. For land records, previously, they had to go to the district for approval, going through many steps; if the commune has direct authority in the future, it will be faster and more effective.”

Listen and understand the people

Mr. Nguyen Van Duong, Thuong Nhat commune, Phu Loc district - a son of the Co Tu ethnic minority expressed his support for the new model: “We completely trust the policies of the Party and the State. We expect that the local authorities will truly listen to and understand the thoughts and aspirations of the people, especially those in remote areas. When the government is close to the people, friendly and solves problems in a sympathetic and reasonable manner, the people will certainly trust and accompany. I hope that policies on health care,education and improving the lives of ethnic minorities will continue to receive stronger attention.”

Close to the people to strengthen trust

That is the expectation of Mr. Pham Thanh Lien, a veteran of Thuan Hoa ward, Phu Xuan district, for the new staff and government apparatus.

According to Mr. Lien, the policy of organizing CQDHC is attracting deep attention from the people, especially in newly merged areas such as Phu Xuan ward (formerly Thuan Hoa ward). This is not only an administrative change, but also an expectation of an open, transparent, people-friendly and people-serving administration.

People expect from any organizational model, which is dedication, action for the common good. An administrative apparatus that originates from practical needs, imbued with the spirit of service and knows how to rely on the people to act, will certainly bring success. And then, any reform model, no matter how new, will receive consensus and support from the people themselves...
