In recent times, hostile and reactionary forces have increased their propaganda activities against our Party and State in all fields, including distorting the management and protection of territorial sovereignty and national border security. In particular, hostile forces and reactionary organizations have thoroughly exploited and distorted the war to protect the northern border in 1979 by slandering our Party and State for avoiding, forgetting, and not paying attention to policies for war invalids, veterans, and relatives of martyrs who participated in the war; distorting, inciting, and opposing the Party and State.
Identify the plots and tricks of evil forces
It can be said that taking advantage of the issue of territorial sovereignty, including sovereignty over borders, seas and islands, to distort the truth, incite public opinion and cause trouble is a familiar plot of hostile forces. As a cycle, every time there is an anniversary of events such as the war to protect the northern border (1979), the naval battle to protect Truong Sa (1988) ... hostile forces and reactionary organizations call on social networking forums to gather crowds at public places such as Hoan Kiem Lake ( Hanoi ); Nguyen Hue Monument (Ho Chi Minh City) and a number of other major cities to carry out protests and disrupt public order. Through posts on social networks, these subjects use many sophisticated and cunning forms and tricks, releasing false information and historical documents to deceive public opinion.
The distorted arguments about the war to protect the northern border in 1979 show that the plot of hostile forces and reactionary organizations is to slander the Party and State's policies in ensuring national sovereignty and borders, such as the results of demarcation and marker planting between Vietnam and countries sharing the border; to divide the relationship between Vietnam and neighboring countries, thereby creating an unstable social and political environment to easily carry out sabotage plots. The subjects wrote articles distorting that Vietnam ceded land to neighboring countries, using the excuse of inciting discontent among the people; fabricating that Vietnam invaded neighboring countries' land to sabotage the demarcation and marker planting process between our country and China, Laos and Cambodia. From there, the above subjects spread the rumor that the Party and State leaders were "weak and cowardly" so they did not take decisive actions to protect national sovereignty; They even blatantly fabricated that the Party and State leaders were silent because they had compromised with foreign countries to manipulate our country's sovereignty...

In addition, taking advantage of issues related to border sovereignty, hostile forces and reactionary organizations have tried to distort the Party and State's ethnic and religious policies, distort history and relations between ethnic groups, and defame the socio-economic development policy. They believe that the development of economic projects is the cause of pushing ethnic minorities into a difficult situation, losing their livelihoods, so their lives are always lacking and difficult. They also incite conflicts between ethnic groups and distort that the Kinh people have taken land, destroyed forests, and caused difficulties for ethnic minorities in socio-economic development, thereby aiming to destroy national unity and weaken the strength of our army and people in the cause of building and defending the Fatherland.
To carry out the above sinister plot, hostile forces and reactionary organizations have made full use of social media and forums, especially taking advantage of a number of disaffected artists and intellectuals with deviant political views to secretly plant and disseminate erroneous and reactionary views on territorial sovereignty. It is even more dangerous when many subjects take advantage of the issue of territorial sovereignty, including land border sovereignty, sea and island sovereignty to incite and call on people to "take to the streets" to express their patriotism, thereby causing insecurity and social disorder and finding an excuse to continue to sabotage. Another reality that needs to be recognized is that while the majority of people have a correct understanding of the viewpoints and foreign policies of the Party and State in protecting national territorial sovereignty, and are almost "immune" to those distorted, confused and outdated arguments, there are still many people who "fall into the trap". Lack of awareness or distorted awareness of the Party and State's foreign policies and guidelines means that these people have not had time to filter out right and wrong information on social networks.
The history of building and defending the country has demonstrated the passionate patriotism of the Vietnamese people. When national territorial sovereignty is challenged or violated, people pay special attention, regularly follow related information and express their opinions. Taking advantage of this psychology, hostile forces and reactionary organizations have released false information in order to sway public opinion, incite people to distort the Party and State's policies and guidelines, and divide the relationship between the people and the Party and State. Along with criticizing acts of violating international law and violating Vietnam's sovereignty, bad elements also seek to accuse our Party and State leaders of "reacting slowly" or "avoiding, not daring to confront, so that national territorial sovereignty is threatened". Through distorted and offensive arguments, bad forces aim to make people feel insecure, gradually losing faith in the Party and State.
The truth refutes the distortions
Our Party, State and people will never forget the battle to protect the northern border in 1979 as well as events related to border and territorial sovereignty. This just struggle is one of the glorious pages in the history of the Vietnamese nation. This is also a consistent policy that has been repeatedly affirmed by the leaders of our Party and State.
The Party, State and People have always paid attention to policies for those who contributed to the fight to protect the northern border in 1979. Promoting the tradition of "remembering the source of water when drinking", in recent years, the Party, State and social organizations have paid special attention to war invalids, relatives of martyrs' families, families with contributions to the revolution, including veterans and relatives of martyrs in the fight to protect the northern border in 1979. In fact, there is no distinction in regimes and policies for veterans and relatives of martyrs in the fight to protect the northern border with veterans and relatives of martyrs in other wars to protect the Fatherland. Veterans who participated in the Northern Border Campaign are also entitled to benefits under Decision No. 62/2011/QD-TTg, dated November 9, 2011, on benefits and policies for those who performed international missions in Cambodia and assisted Laos after April 30, 1975 and have been demobilized, discharged from the army, or quit their jobs. Currently, benefits and policies for veterans are generally implemented under the Veterans Ordinance and the Decree guiding its implementation.
Over the years, information about the war to protect the northern border has been reported in the media. To commemorate the heroic martyrs in the war to protect the northern border, many localities across the country and in the northern border provinces have coordinated with central agencies, organizations to build memorials and renovate martyr cemeteries, such as building and upgrading Vi Xuyen Martyrs' Cemetery into a national cemetery; searching for and collecting martyrs' remains; naming streets, schools, etc. on the occasion of the 40th anniversary of the war to protect the northern border, on February 15, 2019, in Hanoi, the Vietnam Academy of Social Sciences in coordination with the Vietnam Historical Science Association organized a national scientific conference "The war to protect the northern border of the Fatherland - 40 years in review". The workshop was attended by delegates who are scientists and lecturers from central and local departments, ministries, branches, research institutes and prestigious universities nationwide. In particular, there were witnesses and former soldiers who had fought to protect the northern border of the Fatherland.
Along with that, Party and State leaders came to offer incense at martyrs' cemeteries and visit and encourage veterans and wounded soldiers who participated in the war to protect the northern border in 1979. On January 26, 2023, Prime Minister Pham Minh Chinh and the Central working delegation offered incense at the Po Hen Martyrs' Memorial Site; visited, wished a happy New Year, and presented gifts to workers, border guards, functional forces on duty, ethnic minorities, and poor households in this border area of the Fatherland. On May 8, 2023, Prime Minister Pham Minh Chinh came to offer incense and flowers to commemorate the martyrs at the Vi Xuyen National Martyrs' Cemetery. Previously, on July 13, 2022, at the Presidential Palace, President Nguyen Xuan Phuc met with delegates of the Liaison Committee of the National Veterans Association of the Vi Xuyen - Ha Tuyen Front on the occasion of the anniversary of the founding of the National Veterans Association of the Vi Xuyen - Ha Tuyen Front (July 14, 2016 - July 14, 2022). In the early days of the Spring of Giap Thin 2024, with the philosophy of "When drinking water, remember its source", on February 17, 2024, comrade Truong Tan Sang, former Politburo member, former President, came to offer flowers and incense to commemorate the heroic martyrs at the Vi Xuyen Martyrs Cemetery and the Temple of Heroic Martyrs on the 468 high point, Thanh Thuy commune.
Thus, in reality, our Party, State and people do not avoid or forget the war to protect the northern border in 1979; there is no such thing as not caring about the regime and policies for war invalids, martyrs' families and people with meritorious services in the war as argued by bad forces. Vietnam has gone through years of war, loss and pain, and is now in the process of building, developing and deeply integrating into the international community in all areas of social life. More than ever, our Party and State always hope that our people and Vietnamese people living and working abroad will unite, agree, join hands and hearts, turn patriotism into practical and concrete actions, and contribute to building and constructing a peaceful, stable and developed Vietnam.
