To sabotage the Party and State of Vietnam, many organizations and individuals always propagate the so-called "prisoners of conscience", " human rights activists" or "dissidents" to slander and distort the human rights situation in Vietnam, and sabotage the great national unity bloc...
Recently, on March 7, 2024, the Hanoi Police Investigation Security Agency executed an arrest warrant and search warrant for Nguyen Chi Tuyen (born in 1974, residing in Long Bien district, Hanoi) and Nguyen Vu Binh (born in 1968, residing in Hai Ba Trung district, Hanoi) to investigate the crime of "Making, storing, disseminating or propagating information, documents, and items against the State" under Article 117 of the 2015 Penal Code. In the face of the above incident, the anti-government elements continued to spread propaganda under the guise of democracy and human rights to inflame public opinion, distort the nature, and defame the government.
Fraudulent tricks
The detention of the above subjects is like a "fat bait" for organizations and individuals to carry out activities of slandering and distorting the human rights situation in Vietnam. VOA Vietnamese published an article stating that the Committee to Protect Journalists (CPJ) requested the Vietnamese government to release two independent bloggers Nguyen Chi Tuyen and Nguyen Vu Binh. Human Rights Watch (HRW), which published a global summary report on the human rights situation in the world in 2023 with false information and distortions of the human rights situation in Vietnam, now continues to publish an article condemning the prosecution agency's prosecution and temporary detention of the above two subjects. BBC Vietnamese published an article "New wave of repression when Vietnam still wants a seat at the United Nations Human Rights Council" with slanderous and derogatory words. On social networks, organizations and individuals disguised as democracy and human rights organizations have returned to the chorus of condemnation, criticism, and articles that impose and interfere in the internal affairs of Vietnam's judicial agencies.
Providing distorted and slanderous information to politicize criminal cases is easily seen in the sabotage tricks of hostile forces against the situation of democracy and human rights in Vietnam. The labeling of the words they often chant such as "prisoner of conscience", "suppression of dissenting voices" reflects a fallacious way of thinking, without legal basis. Because, in the Vietnamese judiciary, there is no term "prisoner of conscience", "human rights activist", "dissident"... The main purpose of the above labeling is to turn law-breakers and criminals into "flags" fighting for so-called democracy and human rights, thereby supporting and inciting domestic sabotage subjects, distorting the guidelines, lines and policies of our Party and State... This is a dangerous plot and trick of hostile and reactionary forces to deceive domestic and international public opinion; promote, support, and assist those who oppose and sabotage the country's construction and development.
It must be admitted that “prisoner of conscience”, “human rights activist”, “dissident” are indeed labels that easily evoke compassion in the public. Perhaps that is also the reason why more and more subjects, after violating and being handled according to Vietnamese law, are being set up by the subjects as “prisoners of conscience”, continuing to become tools for hostile forces to slander and fabricate about the human rights situation in Vietnam such as Can Thi Theu, Doan Khanh Vinh Quang, Trinh Ba Phuong, Nguyen Van Hoa, Nguyen Van Tuc, Le Dinh Luong... These are all subjects who carry out acts of disseminating information and documents against the Party and the State, taking advantage of the name of the struggle for democracy and human rights to commit crimes.
The above information shows that, in order to carry out acts of interference in internal affairs as well as to provide information distorting the human rights situation in Vietnam, reactionary and hostile forces always seek to promote disaffected and opportunistic political groups in the country, inciting them to cause social disturbances, oppose the regime, and violate national security. From there, they create more wings and expand their "tentacles" to serve their actions against Vietnam through issues of freedom, religion and human rights, moving towards carrying out "color revolutions" of riots and overthrowing the government.
The truth about so-called “prisoners of conscience”, “human rights activists”, “dissidents”…
Freedom, democracy and human rights are universal values, each country, depending on its cultural characteristics and political system, will have different views, perspectives and approaches to human rights. Therefore, imposing one country's views on another is inappropriate, and is also considered an act of interference in the internal affairs of a sovereign country. Therefore, the fact that some organizations have issued their own human rights reports is a political act, they have put on the cloak of human rights as an excuse to interfere in Vietnam's internal affairs. These are acts that need to be exposed and condemned by public opinion and the international community.
Regarding this issue, the Spokesperson of the Ministry of Foreign Affairs of Vietnam has repeatedly stated: In Vietnam, there is no such thing as a “prisoner of conscience”, and there is no such thing as people being arrested for freely expressing their opinions. As in other countries in the world, in Vietnam, all acts of violating the law are strictly handled in accordance with the provisions of the law. Ensuring and promoting human rights is a consistent policy of the Vietnamese State, implemented in accordance with the Constitution and laws of Vietnam as well as international conventions on human rights to which Vietnam is a member. Vietnam’s efforts and achievements in ensuring and promoting human rights in recent times have been widely recognized by the international community.
The above viewpoint is very clear and objective. Vietnam does not arrest or suppress so-called “prisoners of conscience”, “human rights activists”, “dissidents”… Those who are under the above-mentioned titles are in fact criminals who have committed acts that violate social relations protected by criminal law. The subjects who are criminally prosecuted and who are called “prisoners of conscience” by some ill-intentioned international organizations, reactionary elements, and political opportunists have nothing to do with “conscience” when they have committed acts that violate national security and endanger society and the community. Like every independent and sovereign country in the world, Vietnam respects and guarantees basic human rights through its legal system and practical application. The exercise of human rights and civil rights must not infringe upon national and ethnic interests, the legitimate rights and interests of others... All acts of propaganda, distortion, fabrication, incitement to violations of the law, sabotage of the State; and organization of activities aimed at overthrowing the people's government must be strictly handled according to the provisions of law to maintain security, order, and political and social stability.
The common point of these cases is that they are all handled based on current laws, in the spirit of the rule of law. Therefore, the so-called "prisoners of conscience", "human rights activists", "dissidents" are essentially just very vague terms created to mislead, even poison public opinion, making it difficult for them to distinguish between genuine human rights activists and those who use the human rights card to cause trouble and sabotage. The prosecution and detention of Nguyen Chi Tuyen and Nguyen Vu Binh for investigation as well as the handling of previous criminals for similar acts are necessary actions of the prosecuting agencies, ensuring compliance with the provisions of the Criminal Procedure Code.
The Party and State of Vietnam always respect and ensure human rights and civil rights. A non-governmental organization or a country, no matter how powerful, has no right to interfere in the internal affairs of another country, and even less to put pressure on another country with arbitrary, subjective, and misleading comments on the situation of freedom and human rights. The Vietnamese people have been living in a free and independent country, in which basic human rights are respected and protected according to the Constitution and the law. Any assessment from self-proclaimed international organizations on human rights or from outside forces does not change the reality, because only the people living in this Fatherland can clearly feel the achievements they are enjoying.
Of course, like many other countries, including developed countries, ensuring human rights is always a process of striving and gradual improvement. The implementation process inevitably has shortcomings and limitations, but when evaluating, we need an objective perspective. We cannot focus on those limitations to equate and stereotype the "gray picture of human rights" as the arguments of the saboteurs. Therefore, everyone needs to raise awareness, be alert and vigilant against the so-called "prisoners of conscience", "human rights activists", "dissidents"; thereby contributing to the fight to defeat the plots and sabotage tricks of hostile and reactionary forces in order to protect political stability and strengthen social consensus.
