High demand for loans
During the National Clean Water and Environmental Sanitation Week 2025 (April 29 - May 6), we visited some clean water and rural environmental sanitation projects in Thong Nhat residential group, Lap Thach town, Lap Thach district. In the locality, many households have recently received loans to invest in tap water systems, water filters, and spacious, closed auxiliary works.
In the newly built house at the end of 2024, Ms. Nguyen Thi Nga, Thong Nhat residential group, excitedly said: "Previously, my family used well water, but now the Bank for Social Policies of Lap Thach district has lent 50 million VND to invest in a tap water system, water filter, water tank, biogas tank...
This is the first time I have applied for a loan from the Bank for Social Policies of Lap Thach district and received enthusiastic guidance from the credit officer, so completing the application and providing capital was smooth and quick. The capital has helped my family complete the clean water project, ensuring the health of the members."
Ms. Nguyen Thi Tam, Head of the Savings and Credit Group of Thong Nhat residential group, Lap Thach town said: "It has been a long time since the clean water and rural environmental sanitation loan program was restarted to help local people improve the quality of water sources for their daily lives.
In 2024, immediately after receiving information about the capital source, the Savings and Credit Group of Thong Nhat residential group quickly implemented the program and disbursed loans to 12 customers in need of loans with a total outstanding debt of 600 million VND.
From the policy funding, 100% of local people have access to tap water. This is important for many families because the local well water is showing signs of pollution with a fishy smell and scum due to being located near the cemetery.
According to Ms. Tam, currently, many families need to borrow capital to renovate and build new clean water facilities but do not have the source. Therefore, in the coming time, people hope that banks will exploit, mobilize capital and promote disbursement of clean water programs.
Maximum disbursed loan limit
According to Decision No. 10/2024 of the Prime Minister, from September 2024, the loan limit for the rural clean water and environmental sanitation program will be increased from VND 10 million/project to VND 25 million/project.
In the context of high costs of construction materials, installation and construction, raising the loan level is appropriate, helping people have secure financial conditions to construct and invest in solid works for long-term use.
According to the leader of the Transaction Office of the Bank for Social Policies in Lap Thach district, since the beginning of the year, the unit has disbursed more than 40 billion VND in loans for clean water and rural environmental sanitation, contributing to raising the total outstanding debt of the program to more than 200 billion VND.
With a limit of 25 million VND/project, most people have a maximum loan demand of 50 million VND/2 projects. Through the program, people have the conditions to buy water filters, water tanks to use tap water and improve the environment from standard sanitation projects.
Decision No. 10/2024 of the Prime Minister on credit for clean water supply and rural environmental sanitation to implement the National Strategy on clean water supply and rural environmental sanitation to 2030, with a vision to 2045 according to Decision No. 1978/2021 of the Prime Minister to provide loans for investment in new construction, upgrading, renovation and repair of 2 types of works, including household-scale water supply works; household environmental sanitation works.
The borrowers are households residing in rural areas - where they have registered permanent or temporary residence (customers). Accordingly, customers residing in rural areas that do not have water supply works or household sanitation works or have them but they are damaged and need to be newly built, upgraded, renovated, or repaired are eligible for loans from the Social Policy Bank through socio-political organizations. The loan term is agreed upon by the Social Policy Bank with the customer but is a maximum of 5 years (60 months).
Implementing the policy of lending for the clean water and rural environmental sanitation program, since the beginning of the year, the provincial Social Policy Bank has directed transaction offices in localities to disburse nearly 300 billion VND, bringing the total outstanding program debt to nearly 1,400 billion VND. In April 2025 alone, it reached more than 122 billion VND. Localities with large outstanding program debt, reaching over 200 billion VND, are Lap Thach, Vinh Tuong, Tam Duong, Yen Lac districts...
With the message "Warmly responding to the National Week of Clean Water and Environmental Sanitation in 2025", promoting loans for clean water and rural environmental sanitation on this occasion contributes to changing the quality and living conditions of rural people, especially children - the future generation of the country.
Not only bringing practical results, the clean water and rural environmental sanitation program also fundamentally changes people's awareness, forming a cultural and civilized lifestyle; raising awareness of preserving landscapes and protecting the green - clean - beautiful environment in communes and villages and contributing to completing environmental criteria in new rural construction in many localities.
