In that ecosystem, Hoa Lac High-Tech Park is expected to play a central role, a place where research forces, strategic technology enterprises and highly qualified human resources converge.
To achieve the goal of developing cutting-edge technologies such as semiconductors, artificial intelligence or biotechnology, the role of modern laboratories and excellent research centers is becoming more and more urgent. This is the foundation for forming innovative capacity, commercializing research results and creating a team of experts to directly serve strategic technology industries.
Regarding training and research space, the issue of university planning in Hanoi also requires a more flexible approach, not simply stopping at relocating training facilities. The more important goal is to ensure infrastructure and security for the scale of students that the capital can receive, through the development of a dormitory system linked to the public transport network, along with an operating model suitable to the capacity of each school.

Hanoi has set a goal of managing all traffic in the central area by 2030 with a smart system, reducing congestion by 50% and expanding 20 key traffic routes. However, to do this, it is necessary to focus on investing in urban transport infrastructure, especially public transport, transfer stations, parking lots, priority lanes, intelligent traffic management systems and applying AI to traffic management. Increasing the proportion of public transport from 20% to 30% can only be achieved when the capital synchronously deploys large-scale infrastructure projects.
The list of 35 key projects for the 2025-2030 period also needs to be updated to give more priority to science and technology , innovation and digital transformation, in line with the five pillars of development: culture, intelligence, green, digital and modern. This is an inevitable trend for Hanoi to become the knowledge and technology center of the whole country.
Overall, Hanoi is facing a great opportunity to establish its position in the knowledge economy . The combination of high-quality technology human resources, a strong innovation ecosystem, and modern urban infrastructure will be an important driving force for rapid and sustainable growth. If the right focus is chosen and resources are effectively promoted, the capital can completely become the leading research, education and innovation center of the region by 2045.
