Working Group No. 4 discusses solutions to remove difficulties and obstacles for non-budget investment projects

Vice Chairman of Lam Dong Provincial People's Committee Nguyen Minh chaired a meeting with members of Working Group No. 4.

Speaking at the meeting, Vice Chairman of Lam Dong Provincial People's Committee Nguyen Minh emphasized that in order to achieve the target of double-digit economic growth in 2026, the Provincial Party Committee and Provincial People's Committee have proposed many management solutions since the end of 2025. Currently, the targets for 2025 are basically guaranteed. However, the workload for 2026 is very large and must be implemented immediately.

In particular, the budget collection sector has exceeded 100% of the central and local estimates, and the province is continuing to strive to increase by 15%. Meanwhile, the progress of public investment disbursement has only reached 34.1%, still low compared to the requirements, and needs to be strongly urged to strive to reach 50% by the end of the year.

Regarding the activities of Working Group No. 4, Vice Chairman of Lam Dong Provincial People's Committee Nguyen Minh affirmed that the effective implementation of assigned tasks will directly contribute to increasing budget revenue, creating more jobs and promoting development in many areas. Through review, the whole province currently has 288 non-budget investment projects that need priority to remove obstacles, Working Group No. 4 alone is in charge of 62 projects and this number continues to be updated.

The Vice Chairman of the Provincial People's Committee emphasized that if existing difficulties and problems are not resolutely resolved, investment resources will be wasted, creating more pressure for both businesses and state management agencies.

According to the report presented by Mr. Vo Duc Tuan, Deputy Director of the Department of Finance, Deputy Head of the Standing Committee of Working Group No. 4, implementing Decision No. 1963/QD-UBND dated November 3, 2025 of the Provincial People's Committee on the establishment of Working Groups to review and remove difficulties and obstacles for non-budget investment projects in Lam Dong province, the Department of Finance issued Official Dispatch No. 5043/STC-HTDT dated November 11, 2025 and No. 5384/STC-HTDT dated November 19, 2025 requesting the Departments of Agriculture and Environment, Construction, Industry and Trade, Justice; Provincial Police; Military Command; Provincial Inspectorate; Office of the Provincial People's Committee; Provincial Tax; Center for Investment, Trade and Tourism Promotion to send personnel to attend Working Group No. 4; At the same time, comment on the draft Plan to inspect, review, and remove difficulties and obstacles for non-budget investment projects.

The representative of the provincial police leadership presented his views on the factor of law compliance.

Also according to Decision No. 1963/QD-UBND dated November 3, 2025 of the Provincial People's Committee Chairman, the Department of Finance has presided over and coordinated with agencies to review and classify 62 projects managed by Working Group No. 4, belonging to groups of difficulties and problems, mainly in groups of issues: land, investment, construction, planning, tax, justice... On that basis, propose solutions, units in charge of handling...

Concluding the working program, Vice Chairman of Lam Dong Provincial People's Committee Nguyen Minh requested members of Working Group No. 4 to continue reviewing, classifying and clearly identifying the causes of problems of each project to guide investors to resolve them according to their authority. Before December 15, commune-level authorities must complete the inspection, work with investors and send a summary report to the Group for classification and handling.

Vice Chairman of the Provincial People's Committee Nguyen Minh also requested that the members of the Working Group regularly update full information of each project, including defense planning, transfer status, level of law violations and other related factors, in order to be proactive in the process of resolving difficulties, ensuring progress and effectiveness of resolution.

The Department of Finance shall preside over and coordinate with the Department of Construction, investors and communes in Mui Ne area to guide the implementation of the planning. The presiding unit shall synthesize and regularly update the projects that have been resolved, the content of the resolution and establish a list of "completed" or "additional" projects with specific dates...
