Sa Pa Town People's Committee organizes many competitions and literary and artistic creation camps to promote images of nature, cultural identity, beautiful moments in the daily life and production of local ethnic people to a large number of domestic people and international tourists.

Through the Literary and Artistic Composition Contest, the Organizing Committee will select literary and artistic works that ensure aesthetics and specificity, serving the work, propaganda, promotion, and tourism promotion; serving political activities, economic development, socio-culture, internal and external affairs of the town. The Organizing Committee hopes to attract many artists, musicians, painters, poets, writers, journalists, photographers, etc. in Lao Cai province in particular and nationwide in general.

The main content of the contest is to praise the beauty of Sa Pa land and people, the heroic fighting tradition of the Party Committee and people of Sa Pa town through the ages and the 120-year journey of building and developing Sa Pa tourism - starting as a resort and today developing into an international national tourist area.

The Organizing Committee said that, in addition to the mandatory requirements such as the work must be new, not having won any previous competition; not being posted, displayed, exhibited, or promoted anywhere else, the works about Sa Pa must be of high quality in terms of ideology and art, expressing the unique characteristics of Sa Pa town "Xua va Nay". An author can submit a maximum of 10 works, a series of works. An author can submit many works but will only be awarded one highest prize.

The contest genres are quite diverse, including: Prose, Poetry, Music, Fine Arts, Sculpture. These genres are chosen because of their strengths in having specialized characteristics, containing the content distilled through the eyes of literature and art from practice, and also containing thoughts, emotions, reflections, premonitions, and predictions based on the author's understanding and cultural level, so they are profound and diverse.

Contestants are Vietnamese citizens with full civil capacity, not currently subject to disciplinary action and not violating the law at their workplace. Since its launch (March 3, 2023) up to now, the Organizing Committee of the contest has received the response of many poetry and art clubs in Lao Cai province and across the country, promising to have many unique literary and artistic works, bearing the mark of Sa Pa - City in the mist.
