Many localities are expected to complete and exceed the social housing development targets assigned by the Prime Minister in 2025.

There are 692 social housing projects being implemented.

According to the report assessing the development of social housing in the first seven months of 2025 and the implementation plan for the last five months of 2025 of the Ministry of Construction , up to now, the whole country has 692 social housing projects being implemented with a scale of 633,559 units. Of which, 146 projects have been completed, with a scale of 103,717 units; 124 projects have started construction and are being implemented with a scale of 111,622 units; 422 projects have been approved for investment policy, with a scale of 418,220 units.

“Thus, the number of completed, started, and approved investment projects by 2025 reached 59.6% of the target set in the Project (investment in construction of about 1,062,200 units),” said the leader of the Ministry of Construction.

Through on-site inspection and synthesis of reports from localities, as of July 15, the whole country has completed 36,962/100,275 apartments (reaching 37%); is investing in the construction of 111,622 apartments, of which the possibility of completion in 2025 is 74,021/100,275 apartments (reaching about 74%); has started 27 projects with a scale of 24,232 apartments (equivalent to 95.4% of the number of apartments started in 2024).

The Prime Minister's assignment of the target of completing social housing in 2025 and the following years until 2030 clearly demonstrates the strong policy of the national socio-economic development and social security strategy.

The report of the Ministry of Construction also listed localities capable of completing over 50% of the target as Hanoi, Ho Chi Minh City, Da Nang, Lao Cai, Phu Tho, Ninh Binh, Khanh Hoa, Dak Lak, Dong Nai, Dong Thap, An Giang, and Ca Mau.

Localities achieving less than 50% include Can Tho city, Thai Nguyen, Lang Son, Thanh Hoa, Ha Tinh, Quang Ngai, Gia Lai, Lam Dong, Vinh Long. Some localities have not had projects started or invested in construction including Cao Bang, Son La, Dien Bien, Lai Chau, Ha Tinh.

In addition, many localities are expected to complete and exceed the assigned targets in 2025, such as Hai Phong, which was assigned a target of 10,694 units, with the ability to complete 10,785 units in 2025, reaching 101%; Hue, which was assigned 1,200 units, with the ability to complete 1,443 units, reaching 120%; Tuyen Quang, which was assigned 146 units, with the expected completion of 100%; Quang Ninh, which was assigned a target of 2,201 units, with the expected completion of 2,288 units, reaching 104%. In particular, Nghe An province, which was assigned a target of 1,420 units, is expected to complete 2,456 units in 2025, reaching 173%.

Cut down and simplify administrative procedures

To propose solutions to quickly implement social housing projects in the remaining months of this year, the Ministry of Construction will preside over and coordinate with relevant ministries and branches to continue inspecting and urging localities and enterprises to step up investment in the construction of social housing projects, ensuring the goals assigned by the Prime Minister.

Provincial People's Committees shall promptly issue detailed regulations on cases where houses owned by themselves but located far from their workplaces are entitled to social housing support policies according to assigned tasks; supplement the target of completing social housing in 2025 and the following years up to 2030 assigned by the Prime Minister into the system of local socio-economic development targets; promptly complete the local Steering Committee for Social Housing Development headed by the Secretary or Chairman.

Localities focus on directing and urging investors to deploy investment in the construction of social housing projects, striving to complete the assigned targets in the decision to adjust the assigned targets for completing social housing in 2025 and the following years until 2030.

For projects registered for completion in 2025, projects that have started construction, and are under construction, localities will work directly with investors to review progress, direct and urge investors to focus resources, work in 3 shifts, and "overcome the sun and rain" to complete the project in 2025.

Many localities have completed and exceeded assigned social housing targets.

Young people have an easier time on their journey to buy social housing.

For projects that have selected investors, provinces and cities will proactively guide investors to comply with legal regulations on investment, planning, land, construction and other relevant laws; promptly handle project problems to soon start construction in 2025.

In addition to urging investors of commercial housing projects to carry out investment procedures for social housing construction on the 20% land fund of the project according to the provisions of the Housing Law 2023 to start construction in 2025, localities need to urgently review projects and land locations identified for investment in social housing construction to assign investors, approve investment policies, and start construction in 2025 as a basis for completing targets in the following years.

At the same time, the Ministry of Construction proposed that localities reduce and simplify administrative procedures under their authority on social housing investment to support and encourage businesses to invest; create conditions for investors to quickly implement projects, from selecting land locations to completing legal procedures; continue to inspect, urge, and remove difficulties and obstacles to speed up the progress of social housing investment projects in the area.

The Vietnam General Confederation of Labor urgently directed specialized agencies and affiliated units to invest in building social housing for union members to rent, determined to complete the target assigned by the Prime Minister. The Vietnam General Confederation of Labor started construction on 1,600 houses in 2025.

The Ministry of National Defense and the Ministry of Public Security urgently directed specialized agencies and affiliated units to coordinate with provincial People's Committees to implement housing construction investment projects for armed forces under their management, determined to complete the target assigned by the Prime Minister. The Ministry of National Defense started construction of 252 houses, the Ministry of Public Security started construction of 3,000 houses in 2025.
