Nowadays, the situation of tutoring has reached a level of violating ethics. Many students do not want to take extra classes but still have to go to classes because they volunteer, no different from being forced.
There is a situation where many English students have IELTS 7.5 but still have to register for extra classes at school to prepare for graduation exams. Even though they do not want to.

Many students have had their parents invest in foreign language centers outside of school but still have to pay to study foreign language in school.
There are even schools where the school schedule is so tight that students have no time to rest, leading to consequences for their mental health.
Faced with such a situation, many localities have issued directives to tighten management in organizing extra teaching and learning.
For example, the Thanh Hoa Department of Education and Training requires public educational institutions in the area not to violate regulations on extra teaching and learning; not to organize regular classes.
Maximum fee is 12,000 VND/student/lesson (no more than 3 lessons per week) for life skills education and extracurricular activities.
The Department also stipulates that the maximum fee for teaching English to preschoolers and primary school students is 12,000 VND/student/lesson with Vietnamese teachers; 30,000 VND/student/lesson with foreign teachers.
Meanwhile, Phu Tho has issued an official dispatch to rectify extra teaching and learning activities. The province emphasizes the responsibility of leaders in management work, strictly prohibiting forcing students to take extra classes in any form.
Phu Tho Department of Education and Training requires schools and teachers to absolutely not organize extra classes for students studying in the afternoon twice a day, or primary school students (except for training in arts, sports, and life skills).
Nam Dinh also strongly requested schools and teachers in the area not to organize extra classes, contrary to regulations.
In which, it clearly states the case of no extra teaching: students have been organized by the school to study 2 sessions/day;
No extra teaching for primary school students, except in cases such as: art training, physical education, life skills training, English teaching.
For the final grades of grade 9 and 12, teachers teach no more than 5 sessions/week, each session no more than 4 periods, and do not organize extra classes on Sundays, holidays, and after 5:30 p.m. on weekdays.
An Giang Department of Education and Training also requested the Head of the Department of Education and Training to direct primary school principals to organize propaganda and remind them not to organize extra teaching and learning in any form at facilities that keep and care for students.
