The local primary school enrollment plan ensures specific identification of enrollment subjects according to the city's enrollment plan, including: Subject 1 (students whose "current residence" is in the locality and within the prescribed age) and subject 2 (students who are not in the actual residential area but are in special cases as prescribed).

- For subject 2: Thu Duc City Admissions Steering Committee, districts and counties issue criteria for admission of students outside the residential area according to the City's instructions, clearly defining the order of priority for special cases, ensuring transparency, fairness, suitability to reality and publicity on the official information portal.
