In order to effectively implement urban management, in 2023, Dong Ha city authorities have implemented many solutions. Regarding planning management, they have actively participated in the appraisal process and provided opinions for the Provincial People's Committee to approve the Project to Adjust the General Planning of Dong Ha city to 2045.
Establishing and adjusting the 1/2,000 scale zoning plan for the wards. Currently, the Department of Construction has submitted the project to obtain opinions and agreement on the 1/2,000 scale zoning plan adjustment for the wards: Dong Luong, Dong Le, Dong Thanh, Dong Giang... Completed the planning task for wards 1, 2, 4, 5, and is currently implementing the bidding process to select a planning consulting unit...
The work of adjusting the planning to serve the call for investment in implementing projects has been effectively implemented, such as organizing the adjustment of the general planning in 2006 for the project implementation locations: Nam Dong Ha Commercial - Service Urban Area, New Residential Area of Ward 1, Dong Ha City Park; organizing the local adjustment of the zoning plan of Ward 4 for the project implementation location of Hawe Urban Area, and making the adjustment of the detailed planning of Thuan Chau Urban Area.
After the Project to adjust the general planning of Dong Ha city until 2045 was approved, the City People's Committee directed the competent authorities to continue reviewing and completing the city's architectural management regulations according to the project; currently, the opinions of the residential community of 9/9 wards have been collected and are being completed to proceed with the next steps.
Granting construction permits for houses, sidewalks and construction works for 582 cases. Providing timely information on issued construction permits, actively coordinating with the Construction Order Team to carry out post-licensing inspections. Construction quality management, technical infrastructure system management, urban development... are carried out synchronously and effectively.
“In order to effectively manage the work of house numbering and house numbering, the unit has sent a document to the People's Committees of the wards requesting to review and propose house numbering and house numbering. Based on the request of the wards, the department has issued house number notices to the People's Committees of wards: 1, 2, 4, 5, Dong Luong, Dong Le, Dong Giang with a total of 748 households having house numbering plates.

In 2024, the urban management work of Dong Ha city will focus on coordinating with competent authorities to remove difficulties and obstacles, speed up the progress of preparing, submitting for appraisal and approval of the Dong Ha urban classification project to achieve type II urban status and adjust the Urban Development Program. Focus on completing and submitting for appraisal and approval of the project to adjust the 1/2,000 scale zoning plan of wards in the first 6 months of 2024.
Continue to implement detailed planning projects from planning funding sources after the zoning planning projects of the wards are approved (Project to locally adjust the detailed planning at a scale of 1/500 of the Nam Song Hieu Urban Area, Ward 3, Detailed planning at a scale of 1/500 of the Nam Song Hieu Ecological Urban Area, Detailed planning at a scale of 1/500 of the new urban area in the East expansion). At the same time, receive funding to establish and adjust detailed planning projects to serve the work of calling for investment in Thuan Chau Urban Area, Urban Area on both sides of Le Thanh Tong Street, Dong Giang Urban Area...
Vice Chairman of Dong Ha City People's Committee Pham Van Dung said: "The City People's Committee has directed the Urban Management Department to urgently coordinate and urge the consulting unit to establish the Dong Ha Urban Architecture Management Regulations for submission for appraisal and approval to ensure quality and implementation progress. Focus on human and material resources to improve quality, shorten the time for appraisal of projects and planning projects, and closely manage the appraisal progress.
Advise on the issuance of construction permits, construction permits and temporary sidewalk use permits to ensure strict compliance with regulations; in case of difficulties or problems beyond authority, promptly report to the City People's Committee for direction and resolution.
Advise the City People's Committee to conduct planned and unscheduled inspections of construction quality management, and strictly handle investors and project management units that cause constructions that do not ensure quality and urban aesthetics. Research and guide the People's Committees of wards to effectively implement the Project on socialization of essential infrastructure construction in Dong Ha city in the period of 2021-2025.
