In recent days, the case of 600 types of milk produced and sold by an "ecosystem" of 10 companies that are of substandard quality and considered fake milk was discovered by the police and 8 people were arrested, which has received special attention from the public.

In just 4 years, these 10 companies have launched nearly 600 milk brands, but who has granted the circulation certificate when the Ministry of Health said no, the Ministry of Industry and Trade also said no.

In the announcement on April 15, the Department of Food Safety, Ministry of Health said that according to the provisions of Decree 15/2018, most foods circulated by self-declaration, only 4 groups that need stricter control must register the product declaration with the competent authority, the control after that is the role of post-control work.

The Department also said that according to Decree 15, the announcement of products in the milk group such as these nearly 600 types of milk is decentralized to localities, but the Department is waiting for a report from each locality.

However, public opinion is still wondering which unit received the quality declaration of this milk product before the milk was circulated, and how the post-inspection activities were carried out over the past 4 years without detecting the situation of poor quality milk.

According to a representative of the Hanoi Food Safety Department, about 10% of these nearly 600 types of milk have their standards announced (in the form of self-declaration) at this department, the rest are announced at some other provincial departments such as the Food Safety Department of Hoa Binh province.

Regarding the reason why there are annual post-inspection activities but never samples are taken to check the products in this group, this person said that the list of products requiring post-inspection is approved, but it is not necessary to take samples to check the quality, but the enterprise publishes the criteria and checks those criteria.

"The quality criteria are put on the label and the business self-declare and is responsible for the quality. We only check the criteria they declare. This is not wrong but in accordance with the regulations," he said.

Currently, the Department of Food Safety, Ministry of Health has issued a document requesting local food safety departments to review and update the list of fake milk products whose quality declarations have been received by the department.
