Right from the initial implementation phase (2001-2005), Quang Ninh has focused on building typical family models, such as "Exemplary grandparents, filial children", "Learning family", creating a strong spreading effect. These models not only encourage children to study well and preserve traditions, but are also associated with activities to support poor households, help each other to eliminate hunger and reduce poverty, such as gratitude activities, helping the disabled, taking care of disadvantaged children, etc.
Since then, sectors, localities, organizations and unions have implemented many models of building cultural communal houses and cultural villages and neighborhoods. At the village and neighborhood level, a series of residential self-management models have been developed, practical for daily life. Typical examples include "Drug and crime prevention residential areas", "Denunciation mailbox", "Cultural families - Safe groups, Peaceful wards" or "Residential areas without crime and social evils" chaired by the Vietnam Fatherland Front Committee and socio -political organizations, with a development scale in hundreds of grassroots locations. This model helps raise awareness, ensure security and order, and at the same time arouse the spirit of mutual assistance and support in the community.
The Provincial Women's Union is not outside the movement, persistently maintaining the "Building sustainable happy families" clubs with 142 clubs and 710 self-management groups in residential areas; at the same time maintaining 165 "Women with the law clubs" and 147 "Core Women's Associations implementing the law" with nearly 14,000 members participating, contributing to raising legal awareness and providing legal advice and support to disadvantaged families.
Not only stopping at social and cultural activities, cultural and sports institutions are also promoted to the maximum. On average, each village cultural house has 2-5 clubs with regular activities in football, badminton, volleyball, folk dance, etc., creating a space for exchange, physical training and promoting national cultural identity. This is also where families and clans actively participate in cultural programs, contributing to enriching spiritual life.
In addition, armed forces, such as the Veterans Association, Border Guard, and Provincial Police, have also played a pivotal role in community cultural models. Typically, the Border Guard coordinated with the Provincial Youth Union to organize more than 1,300 "Let's clean the sea" sessions with more than 110,000 members participating, collecting about 3,000 tons of waste. The "Self-managed Security and Order Group" models with veterans as the core currently have more than 2,442 groups with nearly 18,000 members participating, ensuring order and security in the area...
Another creative effort comes from the assessment and development of criteria for evaluating cultural titles included in village and neighborhood conventions. To date, the province has had 1,452/1,452 villages and neighborhoods issue conventions; the conventions are always reviewed and supplemented to suit current practices and regulations. According to the results of the assessment, by 2024, the province will have 96.9% of households achieving the title of "Cultural Family" and 97.9% of villages and neighborhoods achieving the title of "Cultural Village and Neighborhood". Currently, the Department of Culture, Sports and Tourism is coordinating to develop a Draft Criteria Set of "Model Cultural Villages, Villages and Residential Areas" to continue improving the quality of the movement in the coming period.
Models of building cultural families, cultural villages and areas have aroused the spirit of self-awareness and responsibility of each family and each individual. In areas that meet standards, people voluntarily donate land, contribute funds and working days to build cultural houses, roads and schools; at the same time, together maintain a civilized lifestyle in weddings, funerals, festivals, reduce superstition... Thereby, creating a vivid picture of a united, civilized and sustainably developing Quang Ninh.
