The meeting reviewed and discussed the following contents: Report on the direction and administration of the Provincial People's Committee in July, key tasks in August 2025; implementation of the socio -economic development plan, ensuring national defense - security and public investment in July, key tasks in August 2025; Report on the implementation of State budget revenue and expenditure in July, key tasks in August 2025; Decision to abolish Decision No. 18/2022/QD-UBND dated May 13, 2022 of the Lai Chau Provincial People's Committee promulgating the Regulation on Management of Industrial Explosives and Explosive Precursors in Lai Chau province; Organizational work: Renaming schools under the Department of Education and Training.

At the same time, it is recommended to urgently organize a review of the system of legal documents to promptly propose amendments, supplements, and replacements of documents that are no longer suitable, submit them to competent authorities for consideration and decision, ensuring consistency with the two-level local government organization model; continue to direct and implement the tasks of commune-level authorities; implement regulations on decentralization, delegation of authority, and assignment of authority to ensure synchronization and connectivity in handling administrative procedures, and smooth implementation of work according to the authority of two levels; proactively direct and provide professional and technical guidance to commune-level Party committees and authorities, ensuring smoothness, timeliness, and avoiding interruptions in the performance of tasks; strengthen support in handling administrative procedures on the Public Service Portal, ensuring proper procedures, timeliness, and quality of service to people and businesses.

Departments and branches, according to their functions and duties, calculate growth targets; strengthen tasks and solutions to ensure agricultural production according to the seasonal framework; accelerate the progress of planting tea, fruit trees, and afforestation; strengthen measures to prevent and control African Swine Fever; continue to prevent, respond to, and overcome damage caused by natural disasters; synchronously and effectively implement solutions to promote disbursement of public investment capital in 2025, promptly remove difficulties and obstacles for each project; complete the review and development of a medium-term public investment plan; focus on reviewing and removing difficulties and obstacles for localities in implementing tasks related to budgetary finance and assets when operating the 2-level local government model, ensuring timely, smooth, effective, and uninterrupted operations. The Department of Finance shall preside over and coordinate with relevant departments and branches to fully synthesize the needs for facilities and equipment serving the operation of the commune-level administrative apparatus after the rearrangement.
